La problem??tica central que planteo en esta investigaci??n es que los discursos de g??nero de las personas que laboran para el estado pueden influir en la construcci??n de identidades de g??nero que ayuden a ratificar o a modificar estereotipos discriminatorios. Las visiones hegem??nicas de c??mo???deben??? ser los sujetos son transmitidas en una relaci??n educacional desde las instancias de poder a la sociedad civil (Gramsci, 1971: 350); entre estas instancias se encuentran: el estado, la iglesia, el sistema educativo y los medios de comunicaci??n. El estado, no solo es una de estas instancias de poder que construyen identidades, sino que por medio de leyes y pol??ticas p??blicas tiene la capacidad de influir las acciones y el discurso de las otras instancias. De ah?? la importancia de los discursos y acciones estatales para la construcci??n y reconstrucci??n de las identidades y relaciones de g??nero. En el caso del estado ecuatoriano, los discursos de g??nero se caracterizan por la contradicci??n. El discurso oficial que resalta la equidad, el avance en los derechos de las mujeres y la no discriminaci??n, se entreteje con discursos sexistas en los que sobresalen las construcciones de las sujetas mujeres como v??ctimas, objetos sexuales y encargadas del espacio dom??stico. Todo lo anterior en un contexto en el que las leyes, las pol??ticas y la institucionalidad de g??nero parecen estar en una eterna transici??n.
