Efforts to build bottom-up global labor solidarity began in the late 1970s and continue today, having greater social impact than ever before. In Building Global Labor Solidarity: Lessons from the Philippines, South Africa, Northwestern Europe, and the United States Kim Scipes—who worked as a union printer in 1984 and has remained an active participant in, researcher about, and writer chronicling the efforts to build global labor solidarity ever since—compiles several articles about these efforts. Grounded in his research on the KMU Labor Center of the Philippines, Scipes joins first-hand accounts from the field with analyses and theoretical propositions to suggest that much can be learned from past efforts which, though previously ignored, have increasing relevance today. This book explores rising labor unrest in China as it integrates into the global political economy. The book highlights the tensions present between China’s efforts to internationalize and accept claims to respect freedom of association rights, and its continuing insistence on a restrictive, and often punitive, approach to worker organizations. The author examines how the global labor movement can support the improvement of working conditions in Chinese factories. The book presents a novel multi-level approach capturing how trade unions and labor rights NGOs have mobilized along different pathways while attempting to influence labor standards in Chinese supply chains since 1989: within the ILO, within the European Union, leveraging global brands or directly supporting domestic labor rights NGOs. Based on extensive fieldwork in Europe, the US and China, the book shows that activists, by operating at multiple scales, were on some occasions able to support improvements over time. It also indicates how a politically and economically strong state such as China can affect transnational labor activism, by directly and indirectly undermining the opportunities that organized civil societies have to participate in the evolving global labor governance architecture.

Workers have basic rights that should not be violated, notwithstanding the geographical locale of their work. But those rights often appear to conflict with the economic and commercial needs of both developing nations and multinational enterprises. Creative approaches are necessary if workers' rights are to coexist with commercial success, or even survival. This book introduces the current global labor milieu and showcases innovative solutions via original case studies (e.g., Nike, Levi Strauss), which demonstrate how multinational enterprises can respect worker rights while benefiting from the economic advantages of a global labor market. Part I provides an overview of global labor challenges from a broad variety of perspectives, including economics, public policy, philosophy, and strategic management. The facts and contention of the new sweatshop school of thought are analyzed, along with industrialization and utilization of labor in developing countries; the application of basic human rights to the circumstances of workers; the unique role of nongovernmental organizations in the debate over global labor practices; and the Total Responsibility Management approach to implementing improved labor practices. Part II analyzes case studies, based on original field research, of well-known global corporations. The examined programs provide examples of innovative responses by multinational firms, the International Labor Organization, and other NGOs to challenges regarding global labor practices. These cases can help other firms avoid the unhappy dilemma of either exploiting workers and enduring a public relations backlash, or terminating operations in various developing nations. The true solution lies in companies respecting worker rights, while benefiting from the economic advantages of a global labor market.

Fewer than 12 percent of U.S. workers belong to unions, and union membership rates are falling in much of the world.
