This timely study examines the processes by which modern states are created within multiethnic societies. How are national identities forged from countries made up of peoples with different and often conflicting cultures, languages, and histories? How successful is this process? What is lost and gained from the emergence of national identities? Natividad Gutiérrez examines the development of the modern Mexican state to address these difficult questions. She describes how Mexican national identity has been and is being created and evaluates the effectiveness of that process of state-building. Her investigation is distinguished by a critical consideration of cross-cultural theories of nationalism and the illuminating use of a broad range of data from Mexican culture and history, including interviews with contemporary indigenous intellectuals and students, an analysis of public-school textbooks, and information gathered from indigenous organizations. Gutiérrez argues that the modern Mexican state is buttressed by pervasive nationalist myths of foundation, descent, and heroism. These myths--expressed and reinforced through the manipulation of symbols, public education, and political discourse--downplay separate ethnic identities and work together to articulate an overriding nationalist ideology. The ideology girding the Mexican state has not been entirely successful, however. This study reveals that indigenous intellectuals and students are troubled by the relationship between their nationalist and ethnic identities and are increasingly questioning official policies of integration.

Originally published in 1978, this book presents a philosophical analysis of the principle of equality, and is also a study of the institutional implications of that principle in the field of social policy. The author distinguishes between a ‘procedural’ and a ‘substantive’ version of the principle of equality and considers the implications of both. Procedural equality is identified with the concept of equity and includes the recommendation that like cases should be treated as like. The application of this principle to some political argument in the area of social policy, such as family allowances, is discussed. The author defines the substantive principle as the rule that persons should share the same level of economic welfare. Some difficulties in implementing the equal welfare principle are discussed, with particular application to pensions policy. An original interpretation of the logical relationship between the principle of need and that of equality is proposed, and is applied to the case of the health services. The final 2 chapters deal with the institutional implications of the equality principle. These chapters analyse some major political arguments over the organisation of social policy, such as the compatibility of extensive social welfare measures with a market economy.

What can the universals of political philosophy offer to those who experience "the living paradox of an inegalitarian construction of egalitarian citizenship"? Citizen Subject is the summation of Étienne Balibar’s career-long project to think the necessary and necessarily antagonistic relation between the categories of citizen and subject. In this magnum opus, the question of modernity is framed anew with special attention to the self-enunciation of the subject (in Descartes, Locke, Rousseau, and Derrida), the constitution of the community as “we” (in Hegel, Marx, and Tolstoy), and the aporia of the judgment of self and others (in Foucualt, Freud, Kelsen, and Blanchot). After the “humanist controversy” that preoccupied twentieth-century philosophy, Citizen Subject proposes foundations for philosophical anthropology today, in terms of two contrary movements: the becoming-citizen of the subject and the becoming-subject of the citizen. The citizen-subject who is constituted in the claim to a “right to have rights” (Arendt) cannot exist without an underside that contests and defies it. He—or she, because Balibar is concerned throughout this volume with questions of sexual difference—figures not only the social relation but also the discontent or the uneasiness at the heart of this relation. The human can be instituted only if it betrays itself by upholding “anthropological differences” that impose normality and identity as conditions of belonging to the community. The violence of “civil” bourgeois universality, Balibar argues, is greater (and less legitimate, therefore less stable) than that of theological or cosmological universality. Right is thus founded on insubordination, and emancipation derives its force from otherness. Ultimately, Citizen Subject offers a revolutionary rewriting of the dialectic of universality and differences in the bourgeois epoch, revealing in the relationship between the common and the universal a political gap at the heart of the universal itself.

This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.

What do children know about work, careers, and related topics? What is the pattern of growth in values, attitudes, beliefs, and knowledge? Using quantitative and anecdotal evidence gathered from interviewing over 900 grade-school students in five New Jersey communities, the authors analyze childhood socialization to the concept of work. Existing literature on this topic focuses on the critical years of ocÂcupational choice. But Goldstein and Oldham strongly suggest that much of the child's work-related development has already occurred prior to entry into secondary school, and that "career educaÂtion" must receive increased emÂphasis during the elementary years. Their evidence corroborates the pattern of rapid progress toÂward childhood awareness of imÂportant social phenomena such as war, politics, race, gender roles, and economics. By the seventh grade, children have an awareness in these areas that approximates that of adults. Traditional stereoÂtypes concerning appropriate work roles for women continue to exist at the elementary school level. This work is a comprehensive, empirical treatment of childhood socialization to work, fitting neatÂly into the growing body of literaÂture on the socialization of the child into various political, ecoÂnomic, and social roles. Children and Work is in the sociological tradition, but the findings are preÂsented in the context of a growing body of social science research on early socialization.
