Der Klimawandel gilt als größte Herausforderung für die Menschheit im 21. Jahrhundert. Die Klimaänderung ist eine Realität. Die Ursache dafür sehen Wissenschaftler mit hoher Übereinstimmung in Treibhausgasemissionen aus menschlichen Tätigkeiten. Diese Emissionen und ihre ständige Zunahme sind für den globalen Temperaturanstieg mitverantwortlich. Nach Schätzungen der Vereinten Nationen dürften bis zum Jahr 2100 die Temperaturen weltweit gegenüber 1990 um 1,4 bis 5,8 °C steigen. Anerkannt wurde das durch den Weltklimagipfel der Vereinten Nationen 1992 in Rio de Janeiro - aus der daraus gegründeten Klimarahmenkonvention ging das Kyoto-Protokoll hervor, welches eine gemeinsame Emissionsreduktion forciert. Darüber hinaus gibt es EU-interne Initiativen zur Emissionsreduktion wie das Klima- und Energiepaket der Europäischen Union innerhalb der Strategie Europa 2020. Die Europäische Union hat den Kampf gegen den Klimawandel zu einer ihrer Prioritäten gemacht. Auf der letzten UN-Klimakonferenz in Warschau sollte ein umfassendes Klimaschutzabkommen vorbereitet werden, die Verhandlungen erbrachten jedoch keine greifbaren Ergebnisse. Die Staaten einigten sich lediglich auf einen Fahrplan für ein neues Klimaabkommen, das 2015 in Paris abgeschlossen werden und 2020 in Kraft treten soll. Das konkrete Vorgehen im internationalen Kampf gegen den Klimawandel ist eine der größten globalpolitische Herausforderung der nahen Zukunft. Die zentrale Frage, mit der sich die vorliegende Arbeit beschäftigt, ist, inwieweit die Europäische Klimapolitik die internationale Klimapolitik beeinflusst.

In 2005, the international community made a landmark commitment to prevent mass atrocities by unanimously adopting the UN’s “Responsibility to Protect” (R2P) principle. As often as not, however, R2P has failed to translate into decisive action. Why does this gap persist between the world’s normative pledges to R2P and its ability to make it a daily lived reality? In this new book, leading global authorities on humanitarian protection Alex Bellamy and Edward Luck offer a probing and in-depth response to this fundamental question, calling for a more comprehensive approach to the practice of R2P – one that moves beyond states and the UN to include the full range of actors that play a role in protecting vulnerable populations. Drawing on cases from the Middle East to sub-Saharan Africa and Southeast Asia, they examine the forces and conditions that produce atrocity crimes and the challenge of responding to them quickly and effectively.
