La nouvelle question d'histoire ancienne au programme du concours du Capes d'histoire et de géographie présente l'originalité d'envisager l'histoire romaine dans une dimension chronologique large. La question proposée au concours possède une tonalité politique puisqu'elle traite les modes de gouvernement développés et perfectionnés durant cette période pour contrôler, protéger et imposer des dizaines de millions d'individus. Ces derniers habitent un espace politique étendu sur trois continents qui réunit, pour la première et la dernière fois de l'histoire, toutes les rives de la Méditerranée sous une même autorité. Celle-ci est incarnée par l'empereur, centrée sur une capitale et relayée dans tous les territoires par une administration provinciale et municipale ainsi que par les forces armées. Malgré sa puissance démographique, militaire et économique, l'empire romain est confronté à partir de la fin du iie siècle à une série de défis extérieurs et intérieurs qui l'obligent à se réformer avec succès pour assurer sa stabilité tandis que la conversion au christianisme rénove l'idéal politique romain.

Cet ouvrage collectif étudie les relations multiformes qui se sont établies entre Rome et l'Occident depuis la création des provinces d'Hispanie en 197 av. J.-C. jusqu'à la mort de l'empereur Commode en 192 apr. J.-C. L'espace pris en considération comprend les îles de la Méditerranée occidentale (Sicile, Sardaigne, Corse), la péninsule Ibérique, la Gaule (Cisalpine exclue), la Germanie, les Alpes (provinces alpestres, Rhétie) et la Bretagne romaine. Au coeur des questionnements se trouve le mode de fonctionnement de l'Empire romain. La longue durée retenue - près de quatre siècles - permet de mieux saisir les évolutions qui se manifestèrent dans les régions occidentales en relation avec la conquête romaine et à sa suite, mais aussi les continuités que le passage de la République à l'Empire ne fit pas disparaître. Frédéric Hurlet a réuni une équipe internationale de chercheurs français, allemands et anglo-saxons. Dix-huit contributions ont été rassemblées pour analyser les différents aspects de l'emprise de Rome sur l'Occident dans une perspective qui mêle les approches thématiques et géographiques. Le manuel est divisé en deux parties. La première étudie les structures qui permirent à l'Empire romain de dominer un aussi vaste espace. On y trouve des synthèses sur la loi provinciale, les gouverneurs, l'armée, la circulation des hommes et de l'information, la fiscalité, le cens, l'exercice de la justice et la monnaie. La seconde partie adopte une perspective géographique en étudiant différentes régions de l'Occident dans leurs relations avec Rome. Quatre thématiques principales y sont développées : des synthèses régionales (Lusitanie, Trois Gaules), le statut des cités et des personnes (Gaules), la cité comme cellule de base de l'Empire (Bretagne, Germanie, Rhétie) et la religion (Germanie, Bretagne).

The autonomy granted to local communities (such as towns, municipalities, and city-states) by larger, central powers (such as empires, kings, lords, and central states) is a recurrent feature of European history over time, from Antiquity to the contemporary period. This volume explores the political, social, and cultural aspects of this feature in a diachronic and comparative perspective, from the Roman Empire to today's city partnerships. To this end, it uses the concept of polycentric governance. Originally developed by political economist Vincent Ostrom in the 1960s and then expanded by the 2009 winner of the Nobel Prize in Economics, political scientist Elinor Ostrom, this concept characterises the interdependent system of relations between different actors involved in a process and, for that reason, it is frequently used in policy studies. This volume applies the concept of polycentric governance to historical studies as a heuristic device to analyse the multilayer systems into which cities were integrated at various points in European history, as well as the implications of the coexistence of different political structures. Fourteen chapters examine the structures, the dynamics, and the discourse of polycentric governance through various case studies from the Roman Empire, from medieval towns, from early modern Europe, and from contemporary cities. The volume suggests that for extended periods of time throughout European history, polycentric governance has played a pivotal role in the organisation and distribution of political power.
