This paper examines the regional distribution of public employment in Italy and documents two sets of facts. The first is the use of public employment as a subsidy from the North to the less wealthy South. We calculate that about half of the wage bill in the South of Italy can be identified as a subsidy, with both the size of public employment and wage levels used as a redistributive device. The second set of facts concerns the negative effects of subsidized public employment on individuals’ attitudes toward job search, education, and “risk-taking” activities. We conclude that heavy reliance on public employment distorts incentives and discourages the development of market activities in the South.

Inequality can be addressed through a combination of social service provision, social transfers and taxation. Looking at the past two decades, this paper examines the extent to which inequality has been affected by changes in national tax systems and government expenditure on social transfers. Using secondary data, this paper discusses the trends in the composition and levels of social transfers and taxes, and explores how these trends relate to income inequality. It also looks into the extent to which taxes and social transfers are effective in redistributing income. And finally it shows how different government policy frameworks have been able to limit growth in income inequality and at the same time foster economic growth and job creation.

The nature of globalization and the fallout from the international financial crisis have brought profound changes to societies and economies around the world. This book documents that, over the last two decades, the growth of nonstandard and informal employment has led to greater inequalities. This is partly explained by the fact that adjustment policies in the 1980s, market liberalization policies in the 1990s and, more recently, globalization and anti-poverty policies did not pay sufficient attention to policies for employment and income redistribution. As a response to these trends, this book recommends the development of clearer policies for employment and income redistribution. These policies should now become an integral part of national and international economic policy making. This is even more relevant in the current context of the international financial crisis as: Several elements of globalization, especially the unfettered markets, and the growing inequality have given cause to the current crisis and, There is growing evidence that the employment, human and social effects of the financial crisis will be felt well after an economic recovery has taken place, especially if no corrective action is taken. This volume will be of benefit to policymakers, scholars and practitioners alike. This book was published as a special issue of the Journal of Human Development and Capabilities.

This supplement provides case studies of how countries around the world have addressed jobs and growth challenges, and how Fund staff have helped in this. The studies are meant to provide cross country experience. They share a broad structure, organized around four questions: ? What was the initial situation regarding growth, employment, and income distribution? ? What policy measures were implemented to enhance growth and employment and to even out the distribution of income? Were potential complementarities or trade-offs between enhancing growth, employment, and income distribution considered? ? How did Fund staff help the authorities? For example, in which areas did staff help the authorities analyze issues, how did staff go about analyzing issues, and what were the main considerations that shaped staff’s recommendations? ? What were the results of policy actions taken?
