[Introduction] This document presents the results of ILO research on the global magnitude of child labour. It introduces new global estimates for economic activity by children and child labour in the sense of ILO Conventions Nos 138 and 182. There are no national data to be found in this document. The lowest aggregate level presented are the major world regions. All estimates are for the benchmark year 2000. Child labour is a sensitive subject and numbers on its magnitude play an important role in global policy-making and advocacy efforts. The research was conducted in acute awareness of this responsability and used well-proven statistical methodologies in an attempt to keep error margins to a minimum. All sources, underlying definitions and methodological steps are explained in detail. The document is devided into three main sections. Section 1 presents the main findings. Sections 2 and 3 introduce definitions and methodologies. Data are presented in tables and charts

In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare. Castel populates his sociological framework with vivid characterizations of the transient lives of the "disaffiliated": those colorful itinerants whose very existence proved such a threat to the social fabric of early-modern Europe. Not surprisingly, he discovers that the cruel and punitive measures often directed against these marginal figures are deeply implicated in the techniques and institutions of power and social control.The author also treats the flipside of the problem of social assistance: namely, matters of work and wage-labor. An estimated 250 million children are working worldwide, and child labor is one of the most devastating consequences of persistent poverty. This monograph proposes that the World Bank take stronger action, and outlines what to do and how, to help address the issue more pro-actively by partnering with other world organizations. The monograph first describes the basic facts and issues about child labor, such as its extent and nature, relevant laws, and the positions of the international organizations. This section is followed by a brief discussion of major approaches taken to reduce child labor, and a discussion of the Bank's position with reference to some initiatives now underway or planned. This section suggests that vital to achieving progress against harmful child labor are effective efforts to reduce poverty generally and the economic and social policies, programs, and results that are the underpinning for success in poverty reduction. The World Bank can partner with the ILO, UNICEF, NGOs, and some governments in the programs these organizations have already taken on child labor issues. The monograph recommends lending and non-lending activities that the Bank should undertake to alleviate this problem. India has the largest number of non-schoolgoing working children in the world. Why has the government not removed them from the labor force and required that they attend school, as have the governments of all developed and many developing countries? To answer this question, this major comparative study first looks at why and when other states have intervened to protect children against parents and employers. By examining Europe of the nineteenth century, the United States, Japan, and a number of developing countries, Myron Weiner rejects the argument that children were removed from the labor force only when the incomes of the poor rose and employers needed a more skilled labor force. Turning to India, the author shows that its policies arise from fundamental beliefs, embedded in the culture, rather than from economic conditions. Identifying the specific values that elsewhere led educators, social activists, religious leaders, trade unionists, military officers, and government bureaucrats to make education compulsory and to end child labor, he explains why similar groups in India do not play the same role.

In the euphoria that followed the departure of Haiti's hated dictator, Jean-Claude Duvalier, most Haitian and foreign analysts treated the regimes of the two Duvaliers, father and son, as a historical nightmare created by the malevolent minds of the leaders and their supporters. Yet the crisis, economic and political, that faces this small Caribbean nation did not begin with the dictatorship, and is far from being solved, despite its departure from the scene. In this fascinating study, Haitian-born Michel-Rolph Trouillot examines the mechanisms through which the Duvaliers ruthlessly won and then held onto power for twenty-nine years. Trouillot's theoretical discussion focuses on the contradictory nature of the peripheral state, analyzing its relative autonomy as a manifestation of the growing disjuncture between state and nation. He discusses in detail two key characteristics of such regimes: the need for a rhetoric of national unity coupled with unbridled violence. At the same time, he traces the current crisis from its roots in the nineteenth-century marginalization of the peasantry through the U.S. occupation from 1915 to 1934 and into the present. He ends with a discussion of the post-Duvalier period, which, far from seeing the restoration of civilian-led democracy, has been a period of increasing violence and economic decline.
