Critics predominantly view Herman Melville’s Billy Budd, Sailor as a “testament of acceptance,” the work of a man who had become politically conservative in his last years. William V. Spanos disagrees, arguing that the novella was not only a politically radical critique of American exceptionalism but also an eerie preview of the state of exception employed, most recently, by the George W. Bush administration in the post–9/11 War on Terror. While Billy Budd, Sailor is ostensibly about the Napoleonic Wars, Spanos contends that it is at heart a cautionary tale addressed to the American public as the country prepared to extend its westward expansion into the Pacific Ocean by way of establishing a global imperial navy. Through a close, symptomatic reading of Melville’s text, Spanos rescues from critical oblivion the pervasive, dense, and decisive details that disclose the consequences of normalizing the state of exception—namely, the transformation of the criminal into the policeman (Claggart) and of the political human being into the disposable reserve that can be killed with impunity (Billy Budd). What this shows, Spanos demonstrates, is that Melville's uncanny attunement to the dark side of the American exceptionalism myth enabled him to foresee its threat to the very core of democracy in the twentieth and twenty-first centuries. This view, Spanos believes, anticipates the state of exception theory that has emerged in the recent work of Giorgio Agamben, Alain Badiou, Judith Butler, and Jacques Ranciere, among other critical theorists. The Exceptionalist State and the State of Exception illustrates that Melville, in his own time, was aware of the negative consequences of the deeply inscribed exceptionalist American identity and recognized the essential domestic and foreign policy issues that inform the country’s national security program today.

But perhaps he is not the person behind the threats - it could be someone in their very midst. Much of the drama created revolves not only around the scary sense of a killer prowling in the shadows but also around the manipulative games being played between the women in the office as they come under pressure and turn on each other. The irony is that these betrayals and persecutions are taking place amongst professionals who daily analyse cases of appalling cruelty. Now and again, the narrative is broken with extracts from 'articles' dealing with crimes against humanity and the pyschology of evil. Whilst the women apply this to their work with genocide (and the killer), there are parallels to their own behaviour.

Migrant Women Transforming Citizenship develops essential insights concerning the notion of transnational citizenship by means of the life stories of skilled and educated migrant women from Turkey in Germany and Britain. The traditional assumption today about race is that it is not political; that it has no political content and is a matter of individual beliefs and attitudes. In Race and the Politics of the Exception, Utz McKnight argues that race is in fact political and defines how it functions as a politics in the United States. McKnight organizes his book into three sections, beginning with a theoretical section about racial politics in the United States. Using theorists such as Benjamin, Agamben, and Schmitt, McKnight discusses how the idea of racial communities went from being constituted through the idea of racial sovereignty and a politics of the exception that defined blacks as the internal enemy, to being constitutionally defined through the institutions of racial equal opportunity. In the second section, McKnight further develops his critical race theory by exploring in more detail the social use of race today. The election of President Obama has brought the politics of racial equality to a critical point. In spite of a very powerful set of political tools to define it as a thing of the past, race matters. In the final section, McKnight engages with important African American fiction from each of the three major periods of racial politics in the US.
