Recent spacecraft and robotic probes to Mars have yielded data that are changing our understanding significantly about the possibility of existing or past life on that planet. Coupled with advances in biology and life-detection techniques, these developments place increasing importance on the need to protect Mars from contamination by Earth-borne organisms. To help with this effort, NASA requested that the NRC examine existing planetary protection measures for Mars and recommend changes and further research to improve such measures. This report discusses policies, requirements, and techniques to protect Mars from organisms originating on Earth that could interfere with scientific investigations. It provides recommendations on cleanliness and biological burden levels of Mars-bound spacecraft, methods to reach those levels, and research to reduce uncertainties in preventing forward contamination of Mars.

In 1984 Desmond O’Connor and David Phillips published their comprehensive book „Time-correlated Single Photon Counting“. At that time time-correlated s- gle photon counting, or TCSPC, was used primarily to record fluorescence decay functions of dye solutions in cuvettes. From the beginning, TCSPC was an am- ingly sensitive and accurate technique with excellent time-resolution. However, acquisition times were relatively slow due to the low repetition rate of the light sources and the limited speed of the electronics of the 70s and early 80s. Moreover, TCSPC was intrinsically one-dimensional, i.e. limited to the recording of the wa- form of a periodic light signal. Even with these limitations, it was a wonderful te- nique. More than 20 years have elapsed, and electronics and laser techniques have made impressive progress. The number of transistors on a single chip has approximately doubled every 18 months, resulting in a more than 1,000-fold increase in compl- ity and speed. The repetition rate and power of pulsed light sources have increased by about the same factor.

These two volumes deal with the quantum theory of the electronic structure of ab initio is the notion that approximate solutions molecules. Implicit in the term of Schrodinger's equation are sought "from the beginning," i. e. , without recourse to experimental data. From a more pragmatic viewpoint, the distin guishing feature of ab initio theory is usually the fact that no approximations are involved in the evaluation of the required molecular integrals. FPL’99 is the ninth in the series of annual FPL workshops. The FPL’99 programme committee has been fortunate to have received a large number of high-quality papers addressing a wide range of topics. From these, 33 papers have been selected for presentation at the workshop and a further 32 papers have been accepted for the poster sessions. A total of 65 papers from 20 countries are included in this volume. FPL is a subject area that attracts researchers from both electronic engine- ing and computer science. Whether we are engaged in research into soft ha- ware or hard software seems to be primarily a question of perspective. What is unquestionable is that the interaction of groups of researchers from di?erent backgrounds results in stimulating and productive research. As we prepare for the new millennium, the premier European forum for - searchers in ?eld programmable logic remains the FPL workshop. Next year the FPL series of workshopswill celebrate its tenth anniversary.The contribution of so many overseas researchers has been a particularly attractive feature of these events, giving them a truly international perspective, while the informal and convivial atmosphere that pervades the workshops have been their hallmark.
