Este peque?o libro es de divulgaci?n. Quien espere hallar en ?l disquisiciones agotadoras sobre cada uno de los temas enunciados, es mejor que prescinda de su lectura. Es bien dif?cil decir algo novedoso sobre cualquiera de las ramas que integran el pensamiento pol?tico. En cambio, nos parece que es muy ?til explicar, con la mayor claridad posible, el contenido y la trayectoria del credo liberal, del credo socialista en sus diferentes variantes, y del comunista. Sobre todo, es util?simo se?alarle a un lector que no tiene tiempo disponible para adentrarse en el examen de estos t?picos, las relaciones y diferencias entre el liberalismo de izquierda o democr?tico y el socialismo, o entre ?ste y el comunismo. Todav?a son muchos los colombianos, inclusive de cierta cultura, para los cuales todos los partidarios del cambio social son comunistas. Llevado de su deformaci?n profesional como catedr?tico, el autor estima que el m?todo pedag?gico m?s aconsejable es el que parte de la base de que los alumnos saben muy poco, por no decir, nada, de la materia que se va a exponer. El docente, como tambi?n el escritor p?blico, debe tener por eso el coraje de decir cosas elementales. Sobre todo, en un medio como el nuestro, donde se cree que es muestra de sabidur?a complicar lo que es di?fano de suyo. De ah? la sencillez, ya enunciada, de los datos y de las reflexiones que constituyen este Breviario. Es una realidad afortunada el inter?s, m?s a?n, la curiosidad, que existe hoy en el com?n de las gentes por tener una informaci?n para orientarse en el d?dalo de las grandes cuestiones pol?ticas de nuestro tiempo. En la Colombia actual, el ciudadano ordinario sabe que ninguno de los partidos tradicionales, en plena desagregaci?n ideol?gica, puede ofrecerle lo que s? tuvieron sus padres y abuelos: un conjunto, as? fuera modesto, de principios en los cuales creer.

Under what conditions do citizens most effectively connect to the democratic process? We tend to think that factors like education, income, and workforce participation are most important, but research has shown that they exert less influence than expected when it comes to women's attitudes and engagement. Scholars have begun to look more closely at how political context affects engagement. This book asks how contexts promote women's interest and connection to democracy, and it looks to Latin America for answers. The region provides a good test case as the institution of gender quotas has led to more recent and dramatic increases in women's political representation. Specifically, Magda Hinojosa and Miki Caul Kittilson argue that the election of women to political office--particularly where women's presence is highly visible to the public--strengthens the connections between women and the democratic process. For women, seeing more "people like me" in politics changes attitudes and orientations toward government and politics. The authors untangle the effects of gender quotas and the subsequent rise in women's share of elected positions, finding that the latter exerts greater impact on women's connections to the democratic process. Women citizens are more knowledgeable, interested, and efficacious when they see women holding elected office. They also express more trust in government and in political institutions and greater satisfaction with democracy when they see more women in politics. The authors look at comparative data from across Latin America, but focus on an in-depth case study of Uruguay. Here, the authors find that gender gaps in political engagement declined significantly after a doubling of women's representation in the Senate. The authors therefore argue that far-reaching gender gaps can be overcome by more equitable representation in our political institutions.

En ocasiones las personas se registran o afilian a un partido solo porque otros que conocen están afiliados a este, por lo que dice la prensa, la televisión, por un rumor que ha corrido siempre o porque se victimizan ellos o se tienen lastima a si mismo y creen que son pobres (estado mental) y seguirán pobres (condición permanente), y por tanto deben elegir "el partido de los pobres"; o "de los humildes, por los humildes y para los humildes", como dijera el dictador comunista cubano Fidel Castro. Porque así manipulan a las masas, todos los líderes izquierdistas. En otras palabras, hay personas que no se informan ni se quieren informar, porque la información, aunque esté limitada en algunos países, siempre se encuentra una fuente que nos aclare la mente y nos revele la verdad, pero prefieren seguir la corriente de mediocridad. En el siglo XXI, la era digital y de la información, las personas cada vez están menos informadas porque sufren de ignorancia crónica voluntaria.
