There are approximately 150 million people of African descent in Latin America yet Afro-descendants have been consistently marginalized as undesirable elements of the society. Latin America has nevertheless long prided itself on its absence of U.S.-styled state-mandated Jim Crow racial segregation laws. This book disrupts the traditional narrative of Latin America's legally benign racial past by comprehensively examining the existence of customary laws of racial regulation and the historic complicity of Latin American states in erecting and sustaining racial hierarchies. Tanya Katerí Hernández is the first author to consider the salience of the customary law of race regulation for the contemporary development of racial equality laws across the region. Therefore, the book has a particular relevance for the contemporary U.S. racial context in which Jim Crow laws have long been abolished and a "post-racial" rhetoric undermines the commitment to racial equality laws and policies amidst a backdrop of continued inequality.

This anthology deals with the complexity, variety and experience of all the forms of mobility we witness today in Sub-Saharan Africa. Three sets of issues are being discussed. First, the concept of mobility itself is considered and how it is conceived of in distinction from sedentarity. Second, which forms of mobility can be distinguished, not only from the perspective of Western social sciences, but also from the perspective of people's own experiences, ideas, notions, etc? Social science in Africa has particularly focused on rural-urban migration, but it is clear that there are many other forms as well. Third, the concept of mobility concerns not only geographical space, but there are other 'spaces' to consider as well. In addition to 'forms of mobility' there is a 'mobility of forms' in which the perception of those other spaces plays a crucial role. In short, the book intends to turn the whole notion of mobility as a supposedly rupturing phenomenon on its head, emphasizing that rather through travelling connections are established and continuity is experienced. We are challenged to delve into the traveller's mind, to think and follow their multi-spatial livelihoods and to explore what it means to people if they move in a variety of spaces.

We are currently witnessing the global diffusion of multiculturalism, both as a political discourse and as a set of international legal norms. States today are under increasing international scrutiny regarding their treatment of ethnocultural groups, and are expected to meet evolving international standards regarding the rights of indigenous peoples, national minorities, and immigrants. This phenomenon represents a veritable revolution in international relations, yet has received little public or scholarly attention. In this book, Kymlicka examines the factors underlying this change, and the challenges it raises. Against those critics who argue that multiculturalism is a threat to universal human rights, Kymlicka shows that the sort of multiculturalism that is being globalized is inspired and constrained by the human rights revolution, and embedded in a framework of liberal-democratic values. However, the formulation and implementation of these international norms has generated a number of dilemmas. The policies adopted by international organizations to deal with ethnic diversity are driven by conflicting impulses. Pessimism about the destabilizing consequences of ethnic politics alternates with optimism about the prospects for a peaceful and democratic form of multicultural politics. The result is often an unstable mix of paralyzing fear and naïve hope, rooted in conflicting imperatives of security and justice. Moreover, given the enormous differences in the characteristics of minorities (eg., their size, territorial concentration, cultural markers, historic relationship to the state), it is difficult to formulate standards that apply to all groups. Yet attempts to formulate more targeted norms that apply only to specific categories of minorities (eg., "indigenous peoples" or "national minorities") have proven controversial and unstable. Kymlicka examines these dilemmas as they have played out in both the theory and practice of international minority rights protection, including recent developments regarding the rights of national minorities in Europe, the rights of indigenous peoples in the Americas, as well as emerging debates on multiculturalism in Asia and Africa.

What is lost and gained from the emergence of national identities? Natividad Gutiérrez examines the development of the modern Mexican state to address these difficult questions. She describes how Mexican national identity has been and is being created and evaluates the effectiveness of that process of state-building. Her investigation is distinguished by a critical consideration of cross-cultural theories of nationalism and the illuminating use of a broad range of data from Mexican culture and history, including interviews with contemporary indigenous intellectuals and students, an analysis of public-school textbooks, and information gathered from indigenous organizations. Gutiérrez argues that the modern Mexican state is buttressed by pervasive nationalist myths of foundation, descent, and heroism. These myths--expressed and reinforced through the manipulation of symbols, public education, and political discourse--downplay separate ethnic identities and work together to articulate an overriding nationalist ideology. The ideology girding the Mexican state has not been entirely successful, however. This study reveals that indigenous intellectuals and students are troubled by the relationship between their nationalist and ethnic identities and are increasingly questioning official policies of integration.
