Alongside Georges Clemenceau and David Lloyd George, Giovanni Giolitti (1842-1928) stands out as one of the major liberal reformers of late 19th- and early 20th-century Europe. Giolitti emerges not as a transitional figure leading fledgling Italy into modern democracy, but as a staunch adherent of 19th-century elitist liberalism trying to navigate the new tide of mass politics. De Grand's careful research offers valuable insight into Giolitti as statesman and, through him, a vantage point on the development of Italy during a critical period. Giolitti's troubled relationship with mass politics defined his years in office. A life-long bureaucrat aloof from the electorate, Giolitti introduced near universal male suffrage—even while commenting that first teaching everyone to read and write would be a more reasonable route—and tolerated labor strikes. Rather than reform the state as a concession to populism, however, Giolitti sought to accommodate the politics of the piazza under the roof of liberal parliamentarianism, first in his pursuit of coalitions with Socialist and Catholic groups, and finally, at the end of his political life, in a failed courtship with Fascism.

Filippo Tommaso Marinetti: The Artist and His Politics explores the politics of the leader of the Futurist art movement. Emerging in Italy in 1909, Futurism sought to propel Italy into the modern world, and is famously known for outlandish claims to want to destroy museums and libraries in order to speed this transition. Futurism, however, also had a much darker political side. It glorified war as the solution to many of Italy’s ills, and was closely tied to the Fascist Regime. Drawing on a Gramscian theoretical perspective and developing a systematic comparative approach, The Civic Foundations of Fascism in Europe challenges the received Tocquevillian consensus on authoritarianism by arguing that fascist regimes, just like mass democracies, depended on well-organised, rather than weak and atomised, civil societies. In making this argument the book focuses on three crucial cases of interwar authoritarianism: Italy, Spain and Romania, selected because they are all counterintuitive from the perspective of established explanations, while usefully demonstrating the range of fascist outcomes in interwar Europe. Civic Foundations argues that, in all three cases, fascism emerged because of the rapid development of voluntary associations, combined with weakly developed political parties among the dominant class, thus creating a crisis of hegemony. Riley then traces the specific form that this crisis took depending on the form of civil society developed (autonomous, as in Italy; elite-dominated, as in Spain; or state-dominated, as in Romania) in the nineteenth century.

In 1945, disguised in German greatcoat and helmet, Mussolini attempted to escape from the advancing Allied armies. This volume proposes a historical analysis of Italian-Libyan relations in contemporary times. After examining the colonialism of liberal Italy, which in 1911 culminated in the military campaign for the conquest of the Libyan regions, it evaluates the impact of fascism in Libya and the attempt to launch a broader pro-Arab policy. The third section analyzes the construction of the so-called 'special relationship' between Rome and Tripoli since the 50s when an economic interdependence between the Libyan oil producer and the Italian industrial power was pursued despite political differences. Finally, the volume also focuses on the dramatic implosion of Libya and the loss of its political unity following the fall of the Gaddafi regime, which, on the one hand, scaled back Italy's regional role, on the other, spread instability throughout the Euro-Mediterranean area. This book develops a number of new conceptual tools to tackle some of the most hotly debated issues concerning the nature of fascism, using three profoundly different national contexts in the inter-war years as case studies: Italy, Britain and Norway. It explores how fascist ideology was the result of a sustained struggle between competing internal factions, which created a precarious, but also highly dynamic, balance between revolutionary/totalitarian and conservative/authoritarian tendencies. Such a balance meant that these movements were hybrids with a surprising degree of internal diversity, which cannot be explained away as simple opportunism or lack of ideological substance. The book's focus on fascist ideology's internal variety and aggregative potential leads it to argue that when fascism "succeeded," this was less an effect of its revolutionary ideas, than of the opposite – namely, its power to integrate elements from other pre-existing ideologies. Given the prevailing opinion that fascism is revolutionary by definition, the book ultimately poses a challenge to the dominant view in the field of fascist studies.

Eighty years after the fall of Benito Mussolini, controversy remains about what his dictatorship represented. This reflects the different sides to the Duce's leadership: while adept at nurturing and enforcing his personal political power, Mussolini's lack of insight into the requirements of governance prevented him from converting this power into influence to achieve his goals. His efforts to maintain the support of Italy's conservative elites--economic, social and political--also created tensions with his radical Fascist ambitions, diminishing the momentum behind his regime.
