Spain has recently become one of Europe's new countries of immigration. Ethnic diversity in Spain has traditionally referred to cultural minorities within the country's Autonomous Communities. The presence of economic migrants and their children is further diversifying the country's ethnic landscape. This thesis focuses on how one set of public institutions, the country's schools, are responding to increased ethnic heterogeneity among their student populations as the result of immigration. Specifically, I examine how five primary public schools in the district of Tetuán in Madrid have responded to the increased presence of Latin American immigrant students. This thesis shows that the recent introduction of Latin American immigrant students in Tetuán has only prompted a minimal response in the neighborhood's schools. While national discourse disseminated by policymakers and scholars advocates an intercultural approach to immigrant education, Tetuán's schools struggle to implement this educational model in practice. Instead of taking a broad approach to ethnic recognition, schools relegate questions of ethnic diversity to peripheral spheres of the school, such as pull-out programs for linguistic minority students and compensatory programs for students with academic deficiencies. This thesis attempts to explain why this minimalist approach to ethnic diversity prevails in Tetuán. To accomplish this task, I examine national and local policy frameworks attending to diversity, and educator and immigrant parent attitudes towards ethnic recognition in the schools. I demonstrate that the minimal approach to diversity in Tetuán can be attributed to the absence of an institutional framework for implementing intercultural education and the lack of a political constituency among both teachers and parents supporting intercultural reform in the schools. I conclude that Tetuán's current approach to diversity is consistent with other European contexts where robust ethnic recognition through multiculturalism is retreating.

Interculturalism And Multiculturalism Similarities And Differences written by Martyn Barrett and has been published by Council of Europe this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-12-11 with Social Science categories.

This book examines the relationship between two policy approaches for managing the cultural diversity of contemporary societies: interculturalism and multiculturalism. The relationship between these two approaches has been a matter of intense debate in recent years. Some commentators argue that they represent two very different approaches, while others argue that interculturalism merely re-emphasises some of the core elements of present day multiculturalism. The debate arises, in part, because multiculturalism can take a variety of different forms, which makes it difficult to identify its key features in order to compare it with interculturalism. The debate has gained added momentum from the backlash against multiculturalism in recent years, and from the Council of Europe’s prominent championing of interculturalism as an alternative approach. This book aims to clarify the concepts of interculturalism and multiculturalism, and to bring the various arguments together in a way that will assist politicians, policy makers, practitioners and interested lay people to understand the concerns that are driving the different orientations. The book is also intended to facilitate a comparison of the policy implications of interculturalism and multiculturalism. To this end, each chapter concludes with a concise statement of the implications for policy that follow from the viewpoint that has been expressed.

Interculturalism is a new concept for managing community relations in a world defined by globalization and 'superdiversity'. This book argues that as countries become more diverse a new framework of interculturalism is needed to mediate these relationships and that this will require new systems of governance to support it.

Both interculturalism and multiculturalism address the question of how states should forge unity from ethnic, cultural and religious diversity. But what are the dividing lines between interculturalism and multiculturalism? This volume brings together some of the most prominent scholars in the field to address these two different approaches. With a Foreword by Charles Taylor and an Afterword by Bhikhu Parekh, this collection spans European, North-American and Latin-American debates.

From Foreign Language Education To Education For Intercultural Citizenship written by Michael Byram and has been published by Multilingual Matters this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008-05-27 with Language Arts & Disciplines categories.

This collection of essays and reflections starts from an analysis of the purposes of foreign language teaching and argues that this should include educational objectives which are ultimately similar to those of education for citizenship. It does so by a journey through reflections on what is possible and desirable in the classroom and how language teaching has a specific role in education systems which have long had, and often still have, the purpose of encouraging young people to identify with the nation-state. Foreign language education can break through this framework to introduce a critical internationalism. In a ‘globalised’ and ‘internationalised’ world, the importance of identification with people beyond the national borders is crucial. Combined with education for citizenship, foreign language education can offer an education for ‘intercultural citizenship’.

Multicultural Odysseys written by Will Kymlicka and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2009-02-05 with Political Science categories.

We are currently witnessing the global diffusion of multiculturalism, both as a political discourse and as a set of international legal norms. States today are under increasing international scrutiny regarding their treatment of ethnocultural groups, and are expected to meet evolving international standards regarding the rights of indigenous peoples, national minorities, and immigrants. This phenomenon represents a veritable revolution in international relations, yet has received little public or scholarly attention. In this book, Kymlicka examines the factors underlying this change, and the challenges it raises. Against those critics who argue that multiculturalism is a threat to universal human rights, Kymlicka shows that the sort of multiculturalism that is being globalized is inspired and constrained by the human rights revolution, and embedded in a framework of liberal-democratic values. However, the formulation and implementation of these international norms has generated a number of dilemmas. The policies adopted by international organizations to deal with ethnic diversity are driven by conflicting impulses. Pessimism about the destabilizing consequences of ethnic politics alternates with optimism about the prospects for a peaceful and democratic form of multicultural politics. The result is often an unstable mix of paralyzing fear and naïve hope, rooted in conflicting imperatives of security and justice. Moreover, given the enormous differences in the characteristics of minorities (eg., their size, territorial concentration, cultural markers, historic relationship to the state), it is difficult to formulate standards that apply to all groups. Yet attempts to formulate more targeted norms that apply only to specific categories of minorities (eg., "indigenous peoples" or "national minorities") have proven controversial and unstable. Kymlicka examines these dilemmas as they have played out in both the theory and practice of international minority rights protection, including recent developments regarding the rights of national minorities in Europe, the rights of indigenous peoples in the Americas, as well as emerging debates on multiculturalism in Asia and Africa.

Teaching And Assessing Intercultural Communicative Competence written by Michael Byram and has been published by Multilingual Matters this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-12-08 with Language Arts & Disciplines categories.

This revised edition of Michael Byram’s classic 1997 book updates the text in light of both recent research and critiques and commentaries on the 1st edition. Beginning from the premise that foreign and second language teaching should prepare learners to use a language with fluency and accuracy, and also to speak with people who have different cultural identities, social values and behaviours, the book is an invaluable guide for teachers and curriculum developers, taking them from a definition of Intercultural Communicative Competence through planning for teaching to assessment. This edition refines the definitions of the five ‘savoirs’ of intercultural competence, and includes new sections on issues such as moral relativism and human rights, mediation, intercultural citizenship and teachers’ ethical responsibilities.
