From social development to infrastructure, international development (ID) projects face their unique challenges. Problems that cause many project failures attribute to institutional rather than technical issues. In order to transform the challenges to opportunities, international development projects should be managed using proven tools and techniques, similar to standard projects. This paper discusses international development projects in Turkey and highlights some of the common challenges found in these projects. Next, it covers the status of international development projects in Turkey today, specifically the Ilısu Dam project. It also describes the challenges and discusses how to navigate through some traps in ID projects. In addition, the paper discusses work conducted by non-governmental organizations (NGOs) and identifies ways to navigate crosscultural differences on ID projects.
