Die aufgezeigten ,Bad News', die aus Sicht der Medien ,Good News' sind, sind in der Darstellung der Jugendämter eindeutig als ein negatives Bild einer überlasteten, überforderten oder auch untätigen Behörde zu identifizieren, der es von außen betrachtet nicht gelungen ist, junge Menschen vor Gefahren für ihr Wohl zu schützen. Jugendämter können hier nicht nicht öffentlich sein, auch wenn sie sich zu diesen Fällen nicht äußern, stehen sie im Mittelpunkt der Kritik. Hier bedarf es einer grundständig fachlich profilierten Öffentlichkeitsarbeit, die den Handlungsprinzipien der Kinder- und Jugendhilfe entspricht und damit neben den zentralen Anforderungen und Herausforderungen auf eine Krise vorbereitet. Abseits der Diskussionen negativer Wahrnehmung und Diskussion, gibt es bereits andere Bilder von Jugendamt und ASD in den Medien, die positive und neutrale Aspekte der Arbeit thematisieren und über die Arbeit aufklären. Sie bieten Anknüpfungspunkte sowohl für die kommunale Öffentlichkeitsarbeit als auch für bundesweite Kampagnen, wie sie kürzlich von der Bundesarbeitsgemeinschaft der Landesjugendämter unter dem Leitspruch "Das Jugendamt. Unterstützung die ankommt" initiiert, geplant und umgesetzt wurde. Eine solche Kampagne ist begrüßenswert und erforderlich. Denn in der Öffentlichkeit überwiegt die allgemeine Typisierung von ,dem Jugendamt', einem Konstrukt, zu dem Information und Aufklärung in der Bevölkerung schon lange überfällig sind. Jedoch sind Images nur schwer und langfristig zu ändern, sodass offen bleiben muss, ob das Aufmerksamkeitsfenster, welches dem Jugendamt und ASD derzeit zukommt, weiterhin genutzt werden kann und wird. Es bedarf einer langfristig und kontinuierlich angelegten Strategie, um durch Information, Aufklärung, Kommunikation und Vertrauensbildung an dem öffentlichen Bild von Jugendamt und ASD zu arbeiten. Dazu ist es u.a. erforderlich, sich Kenntnis zu verschaffen von den Fremdbildern der realen und potenziellen Adressaten, die diese vom Jugendamt haben, um darüber einen Anknüpfungspunkt für eine gezielte Öffentlichkeitsarbeit zu gewinnen.

Among the hundreds of thousands of displaced persons in Germany at the end of World War II, approximately 40,000 were unaccompanied children. These children, of every age and nationality, were without parents or legal guardians and many were without clear identities. This situation posed serious practical, legal, ethical, and political problems for the agencies responsible for their care. In the Children's Best Interests, by Lynne Taylor, is the first work to delve deeply into the records of the United Nations Relief and Rehabilitation Administration (UNRRA) and the International Refugee Organization (IRO) and reveal the heated battles that erupted amongst the various entities (military, governments, and NGOs) responsible for their care and disposition. The bitter debates focused on such issues as whether a child could be adopted, what to do with illegitimate and abandoned children, and who could assume the role of guardian. The inconclusive nationality of these children meant they became pawns in the battle between East and West during the Cold War. Taylor's exploration and insight into the debates around national identity and the privilege of citizenship challenges our understanding of nationality in the postwar period.

The welfare state was one of the pillars of the Weimar Republic. The Weimar experiment in democracy depended to no small degree upon the welfare system's ability to give German citizens at least a fundamental level of material and mental security in the face of the new risks to which they had been exposed by the effects of the lost war, revolution, and inflation. But the problems of the postwar period meant that, even in its best years, the Weimar welfare state was dangerously overburdened. The onset of the Depression and the growth of mass unemployment after 1929 destroyed republican democracy and the welfare state upon which it was based. On the ruins of Weimars social republic, the Nazis built a murderous racial state. Existing work on the Weimar welfare state concentrates largely on the discussions of social reformers, welfare experts, feminists, and the laws and institutions that their debates produced. Yet the Weimar welfare state was not simply the product of discourse and discursive struggles; it was also constructed and re-produced by the daily interactions of hard-pressed officials and impatient, often desperate clients. Adopting a "history of everyday life" perspective, Germans on Welfare: From Weimar to Hitler, 1919-1935 shows how welfare discourse and policy were translated into welfare practices by local officials and appropriated, contested, or re-negotiated by millions of welfare clients.
