Besonders der Bahnhofsbereich stellt sich immer mehr als sozialer Raum fur Jugendliche dar, wo sie sich treffen, aber auch Straftaten in so genannten Peer groups" begehen. Ein Beispiel hierfur waren die immer wieder auftretenden Gewaltattacken von Jugendgruppen auf Unbeteiligte, wie der aktuelle Fall vom 14. Januar 2008 zeigt, bei welchem ein Fruhpensionierter von 3 Jugendlichen ohne Grund auf dem Hamburger Bahnhof Niendorf brutal zusammengeschlagen wurde. Aufgrund dieser vermehrten Ereignisse steigt ein Bedarf nach einer besseren Vorgehensweise mit Jugendkriminalitat seitens der Polizei und der Justiz. Die jungen Tater sollen nicht nur bestraft" werden, sondern weit aus wichtiger ist die Hilfe zu einem normalen" Leben in der Gesellschaft. In vielen Fallen sind die Polizeibeamten des Bundes aufgrund der auftretenden Zustandigkeitsproblematik und der geringen Weiterbildung in Jugendsachen und Jugendsachbearbeitung uberfordert und konnen nicht angemessen reagieren. Vorrangiges Ziel dieser Arbeit ist es, einen Beitrag zur Verstandnisentwicklung fur Jugendliche seitens der Polizeibeamten des Bundes zu schaffen und Sozialisierungsmassnahmen innerhalb der tertiaren Pravention und deren Wirkung transparent zu machen und zu untersuchen inwieweit sie die Ziele der Sozialisierung erreichen konnen. Um die Verstandnisentwicklung der Polizeibeamten zu erhohen, soll in der Arbeit zunachst eine Ursachenforschung mit Hilfe einer Untersuchung in der JVA Wriezen dargestellt werden. It reviews important childhood risk and protective factors for these adult outcomes and the alternative strategies of primary prevention (targeting the whole community) and secondary prevention (targeting persons identified as high risk) are discussed. The book also contains extensive information about prevention programmes in pregnancy and infancy, pre-school programmes, parent education and training programmes, and school programmes (including the prevention of bullying). There is special emphasis on preventing the intergenerational transmission of antisocial behaviour by focusing on family violence, and a special review of whether risk factors and prevention programmes have different effects for females compared to males. Cost-benefit analyses of early prevention programmes are also reviewed, leading to the conclusion that adult antisocial behaviour can be prevented both effectively and cost-efficiently.

It is well-established that the majority of youth offenders cease to commit crime in early adulthood, but the mechanisms behind the shift from a criminal to a conventional lifestyle are not fully understood. The Dynamics of Desistance aims to contribute to this nascent area of inquiry by providing a phenomenological account of the psychosocial processes involved in desistance from crime. Drawing on a variety of methods, including in-depth interviews with repeat offenders and their probation officers, police records and psychometric scores, this book charts the early stages of a journey taken by individuals who exist in the liminal space ‘betwixt and between’ crime and convention. A combination of quantitative and qualitative analysis is used to explore the shifts that occur in desisters’ minds and lives as they make the often turbulent transition to a crime-free life, and the dynamic processes that occur at this psychosocial boundary are described. The theoretical and practical implications of the findings in this book are explored in relation to key issues in desistance literature, and as such this book provides a key resource for academics and students working with the area of probation, as well as practitioners in involved in probation, social work and parole supervision.

Representative research on crime rates and their trends in Germany is sparse. A major research focus at the Criminological Research Institute of Lower Saxony, which is where all papers compiled in this volume came from, is on victimisation. In the last years, research here was carried out on risk factors of victimisation, on vicitimsation of different population groups and on consequences of victimisation.
