Career Behaviour and the European Parliament seeks to answer the question of how a political institution, such as the European Parliament, can impact the career ambitions and behaviours chosen by European politicians. Long considered a 'second order' legislature in its degree of political importance and prestige, the European Parliament is the only directly elected institution within the European Union and is an increasingly important part of the European legislative process. Using a major new source of quantitative data and interviews with more than 50 current and former European legislators, this book argues that as the institution has become increasingly professionalized and powerful, the volatility of its membership has declined. However, the professional ambitions of its members vary greatly by national background, leading to an uneven distribution of legislative seniority and influence within the legislature. The book presents a new theory with political careers acting as institutions in themselves, and also offers complete background information on all elected Members of the European Parliament, from 1979-2014.

This book analyzes the development of the European Parliament’s (EP) committees and their relationship with national political parties in the light of the EP’s increased legislative role over the last three decades. The book argues that national parties have a greater incentive to care about what goes on in the EP given the growth in its legislative power. Because most of the EP’s detailed legislative work takes place in its committees, national parties should be concerned about their involvement with the EP’s committee system. Based on extensive original research, this book shows how the EP’s committees have changed over time in response to legislative empowerment and analyzes how national parties and individual MEPs use the committee system to further their policy goals. The book makes a theoretical contribution by providing an explanation for the variation in powers of committees between separated and fused systems of government and by adapting theories of legislative organization developed in the context of the US Congress, to the EP. This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

Modern democracy is organized as a representative democracy in which those representing the people are elected to office. Political parties play a crucial role in this. They select the candidates, form or oppose governments, and organize the work of the representatives in parliament. This model of democracy is however being criticized. Parties are hardly trusted and voters have become volatile. How, then, do elected representatives of the people see and fulfil their role? To study this a survey was organized among the members of statewide and sub-state parliaments in fifteen countries. Members of seventy-three parliamentary assemblies were asked how they perceive their representative role, what they do to keep in touch with voters, how they behave and vote in parliament and how they will try to get re-elected. One of the ways in which candidates and elected members of parliament might react to the changing conditions in which they have to represent the people is by stressing more personal characteristics as opposed to the party label and party ideology. Representation might then become more a matter of personal choice. The results of the survey presented in this book do however confirm quite strongly that representation is very much shaped by the political institutions in which it is performed. Representation differs between countries, between different electoral systems, between statewide and regional parliaments, and depends strongly on the party to which a member of parliament belongs. Representation depends not as much on who the representatives are, as on where they are.
