Civil Services In The Eu Of 27 written by Christoph Demmke and has been published by Peter Lang this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010 with Civil service categories.

This volume compares and analyses the national civil services and the most important reform trends in the 27 Member States of the European Union. The authors first examine the reform processes concerning civil servants' legal status, organisational changes, recruitment policies, remuneration, decentralisation of human resource responsibilities, job security and ethics. They consider in what ways similarities and differences can be detected amongst the 27 Member States and whether and to what extent the national civil services move away from traditional bureaucratic structures. Finally, the authors discuss the main outcomes of the reform processes and the future of the classical civil service. This publication contrasts with the many popular and speculative statements that too often capture the headlines on the future of the civil service and the different human resource management reforms. Instead, it is a measured conclusion about emerging trends and developments in this important policy area. The authors argue that the reform of the public sector will not, as many have predicted, be characterised by clear changes and progress in the area. Instead, the outcomes of the reform reveal a more complex picture of piecemeal and paradoxical patterns of change.

The book features contributions carefully collected and selected over several years, including chapters by former Governors George Bush of Texas and Tommy Thompson of Wisconsin and Mayors Giuliani and Daley of New York and Chicago respectively. The editors have cast these varied contributions within the framework of "the New Public Management", whose main elements are: (1) reverting to core functions; (2) devolving authority and decentralizing; (3) "rightsizing", or limiting the size and scope of government; (4) restoring civil society; (5) adopting market principles; (6) managing for results, satisfying citizens, and holding government accountable; (7) empowering employees, citizens, and communities; and (8) introducing e-government and modern technology.

The information society and the information age are changing library services as well as library premises. This raises questions about what needs to be considered when planning and designing new library buildings in order to achieve attractive, efficient and future-oriented new library spaces. This new publication provides information and guidelines for the building planning process, whether you are planning a new public or academic library building. It reflects on fundamental issues, on new development trends and on the planning process. The library building process is seen from both the library manager's perspective as well as that of the architect and designer. Issues covered include what to consider when investigating the need for space, library design from a marketing viewpoint, green management and sustainability relating to library buildings and a layman's guide to reading plans. This publication and the IFLA guidelines provided are not seen as a traditional set of recommendations to be rigidly adhered to since this would be unrealistic in a fast-changing and global context. Rather, library managers and architects should read them in order to inform their thinking on key issues and establish a planning programme. They must then relate them to their own countries and circumstances by making the relevant local adjustments.

This open access book shares revealing insights into the development of mathematics education research in Germany from 1976 (ICME 3 in Karlsruhe) to 2016 (ICME 13 in Hamburg). How did mathematics education research evolve in the course of these four decades? Which ideas and people were most influential, and how did German research interact with the international community? These questions are answered by scholars from a range of fields and in ten thematic sections: (1) a short survey of the development of educational research on mathematics in German speaking countries (2) subject-matter didactics, (3) design science and design research, (4) modelling, (5) mathematics and Bildung 1810 to 1850, (6) Allgemeinbildung, Mathematical Literacy, and Competence Orientation (7) theory traditions, (8) classroom studies, (9) educational research and (10) large-scale studies. During the time span presented here, profound changes took place in German-speaking mathematics education research. Besides the traditional fields of activity like subject-matter didactics or design science, completely new areas also emerged, which are characterized by various empirical approaches and a closer connection to psychology, sociology, epistemology and general education research. Each chapter presents a respective area of mathematics education in Germany and analyzes its relevance for the development of the research community, not only with regard to research findings and methods but also in terms of interaction with the educational system. One of the central aspects in all chapters concerns the constant efforts to find common ground between mathematics and education. In addition, readers can benefit from this analysis by comparing the development shown here with the mathematical education research situation in their own country. The Leadership Dilemma In Modern Democracy written by Kenneth Patrick Ruscio and has been published by Edward Elgar Pub this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008 with Political Science categories.

In one of the first attempts to link the expanding field of leadership studies with classic works in political theory, Kenneth Ruscio places the study of political leadership squarely within the field of democratic thought and argues that claims about the legitimate duties and responsibilities of leaders depend upon claims about principles of democracy. It is impossible to imagine effective democracies without effective leaders. Yet leaders are often seen as the problem democratic governance is designed to solve, not the solution. Through a careful but lively critique of some of the classic works in modern democratic thought - from Machiavelli to Locke and from The Federalist Papers to Rawls - The Leadership Dilemma in Modern Democracy explains what is meant by effective political leadership in a system and culture of government where the power and discretion of leaders are severely limited. A compelling and provocative study, this volume will be of interest to scholars of leadership studies, political scientists, democratic theorists, and all those interested in concepts of democracy and the challenges faced by leaders.

The New Boss written by Niklas Luhmann and has been published by John Wiley & Sons this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-10-22 with Business & Economics categories.

Any organization, no matter how stolid, may be unsettled by the news that a new boss is about to take over. Talk in the hallways increases, staff worry about their jobs, uncertainty grows. Even when the change has happened, problems emerge when the boss who was hired to manage “from above” has to learn about the organization “from below.” In this book, Niklas Luhmann scrutinizes the relationship and shows how it is stretched to its limit by communication difficulties, demands for self-presentation, and disagreements concerning fundamental values. Many of the tensions crystallize around the question “who has the power?” It isn’t necessarily the boss, provided the employees are well versed in the art of directing their superiors. “Subtervision” is Luhmann’s term for this state of affairs, and tact is the most important means to this end. Yet caution is advised: whoever achieves mastery in subtervision may well become the new boss. This slim and thought-provoking book from one of the most influential sociologists of the twentieth century will be of great interest to anyone seeking to understand the dynamics and machinations of the workplace.
