When, in 1960, France granted independence to its colonies in West and Central Africa-an empire covering an area the size of the contiguous United States-the French still intended to retain influence in Africa. Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword.

What effect has globalization had on our understanding of literacy? Grassroots Literacy seeks to address the relationship between globalization and the widening gap between ‘grassroots’ literacies, or writings from ordinary people and local communities, and ‘elite’ literacies. Displaced from their original context to elite literacy environments in the form of letters, police declarations and pieces of creative writing, ‘grassroots’ literacies are unsurprisingly easily disqualified, either as ‘bad’ forms of literacy, or as messages that fail to be understood. Through close analysis of two unique, handwritten documents from the Democratic Republic of the Congo, Jan Blommaert considers how ‘grassroots’ literacy in the Third World develops outside the literacy-saturated environments of the developed world. In examining these documents produced by socially and economically marginalized writers Blommaert demonstrates how literacy environments should be understood as relatively autonomous systems. In Liberal Barbarism, Erik Ringmar sets out to explain the 1860 destruction of Yuanmingyuan - the Chinese imperial palace north-west of Beijing - at the hands of British and French armies. Yuanmingyuan was the emperor's own theme-park, a perfect world, a vision of paradise, which housed one of the greatest collections of works of art ever assembled. The intellectual puzzle which the book addresses concerns why the Europeans, bent on "civilizing" the Chinese, engaged in this act of barbarism. The answer is provided through an analysis of the performative aspect of the confrontation between Europe and China, focusing on the differences in the way their respective international systems were conceptualized. Ringmar reveals that the destruction of Yuanmingyuan represented the Europeans' campaign to "shock and awe" the Chinese, thereby forcing them to give up their way of organizing international relations. The contradictions which the events of 1860 exemplify - the contradiction between civilization and barbarism - is a theme running through all European (and North American) relations with the rest of the world since, including, most recently, the US war in Iraq.
