The twentieth-century history of Cuba borders on fantasy. This diminutive country boldly and repeatedly exercises the foreign policy of a major power. Although closely tied to the United States through most of its modern history, Cuba successfully defied the U.S. government after 1959, consolidated its own power, and defeated an invasion of U.S.-backed exiles at the Bay of Pigs in 1961. Fidel Castro then brought the world alarmingly close to nuclear war in 1962. Jorge Domínguez presents a comprehensive survey of Cuban international relations since Castro came to power. Domínguez unravels Cuba's response to the 1962 missile crisis and the U.S.-Soviet understandings that emerged from that. He explores the ties that link Cuba to the U.S.S.R. and other Communist countries; analyzes Cuban support for revolutionary movements throughout the world, especially in Latin America and Africa; and assesses the significance of Cuban political and economic relations with Western Europe, Canada, and Japan. Some have charged that Cuba does not have a foreign policy, that Fidel Castro merely takes orders from his Soviet bosses. Domínguez argues that there is indeed a specifically Cuban foreign policy, poised not only between hegemony and autonomy, between compliance and self-assertion, but also between militancy and pragmatism. He believes that within the context of Soviet hegemony Cuba's foreign policy is very much its own, and he marshals impressive evidence to support this belief. His book is based on extensive documentation from Cuba, the United States, and other countries, as well as from many in-depth interviews carried out during trips to Cuba.

The first ethnographic study of life in Cuba to emerge in over twenty years, Inside the Revolution offers a rare, close view of how socialist ideology translates into everyday experience in one Cuban municipality. Mona Rosendahl draws on eighteen months of fieldwork, in a municipality she calls by the fictional name Palmera, to present a vivid account of the lives and thoughts of residents, many of whom have lived inside the revolution for more than thirty-five years. In Palmera, support for the socialist program remains strong. Rosendahl attributes continuing loyalty to four conditions: improvements in the standard of living from 1959 to 1990, the uniformity and omnipresence of political communications from the government, a historical emphasis on local participation in the revolution, and the consistency of revolutionary ideals with traditional machista expectations and practices. Through an analysis of ideology and practice in contemporary Cuba, Rosendahl documents how its citizens support the present political system, and how reciprocal economics between households and ideas about gender both reinforce and challenge that system. Rosendahl also explains how those who oppose state socialism resist participation in society through inaction or withdrawal.

Granted unprecedented access to the classified records of Castro's 26th of July Movement's underground operatives--the only scholar inside or outside of Cuba allowed access to the complete collection in the Cuban Council of State's Office of Historic Affairs--she details the ideological, political, and strategic debates between Castro's mountain-based guerrilla movement and the urban revolutionaries in Havana, Santiago, and other cities. In a close study of the fifteen months from November 1956 to July 1958, when the urban underground leadership was dominant, Sweig examines the debate between the two groups over whether to wage guerrilla warfare in the countryside or armed insurrection in the cities, and is the first to document the extent of Castro's cooperation with the Llano. She unveils the essential role of the urban underground, led by such figures as Frank País, Armando Hart, Haydée Santamaria, Enrique Oltuski, and Faustino Pérez, in controlling critical decisions on tactics, strategy, allocation of resources, and relations with opposition forces, political parties, Cuban exiles, even the United States--contradicting the standard view of Castro as the primary decision maker during the revolution. This volume proposes that scholars and observers of Cuba have too long looked elsewhere—from the United States to the Soviet Union—to write the island's post-1959 history. The book interprets the Cuban revolutionary movement from 1868 to 1959 as a continuous process that sought political independence and social and economic transformation of colonial and neocolonial structures. Cuba is a symbol of hope for the Third World. The Cuban Revolution took power from a national elite subordinate to foreign capital, and placed it in the hands of the people; and it subsequently developed alternative structures of popular democracy that have functioned to keep delegates of the people in power. While Cuba has persisted, the peoples of the Third World, knocked down by the neoliberal project, have found social movement and political life, a renewal that is especially evident in Latin America and the Non-Aligned Movement. At the same time, the capitalist world-economy increasingly reveals its unsustainability, and the global elite demonstrate its incapacity to respond to a multifaceted and sustained global crisis. These dynamics establish conditions for popular democratic socialist revolutions in the North.
