The European continent, under the urge of the events generated by the process of building Europe that has led to an enlargement of the external European Union borders towards the east, undergoes a process of alteration. No matter on which side of the EU border they may be, the citizens of the European countries are entitled to enjoy the fruit of welfare, security and freedom. The development of a coherent neighbourhood policy in Brussels becomes an imperative resulting from the need for communication and cooperation amongst people and countries. No matter the view on the European Union external border, the dialogue on all levels of the society through the means of inter-university cooperation is a factor providing the communication needed for good neighbourhood. Thus, the stiff borders fade away. By setting up a university network comprising both partners from within and outside the European Union, a bond is established over the external border of the community. From this point of view, inter-university cooperation at the external borders of the European community turns into a promoter of good neighbourhood values.

Le volume III est cependant plus mince que les volumes anterieurs: l'ampleur du second volume (et, partant, son cont) ayant depasse les previsions initiales, on a voulu en effet maintenir une moyenne raisonnable au double point de vue du format et du prix. Les articles reproduits dans ce volume et la documentation comprise dans la partie II embrassent, selon nous, les principaux developpements intervenus dans la cooperation europeenne au cours de la periode consideree, c'est-a-dire, en principe, l'annee civile 1955 avec, pour des raisons de continuite, certaines incursions dans l'annee 1956. On relevera cependant une lacune majeure: l'omission de toute documentation concernant la Relance europeenne amorcee en juin 1955, a Messine, par la Con ference des six ministres des affaires Hrangeres des Etats mem bres de la Communaute Europeenne du Charbon et de I' Acier et les negociations ulterieures de Bruxelles en vue de l'etablissement du Marche commun et de I'Euratom. Etant donne que ces nego ciations Haient encore en cours au moment ou ce volume a He mis sous presse, i1 a semble preferable d'attendre leur conclusion et d'en donner un aperc;u plus complet dans le volume IV.

This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. This book provides new insights into police cooperation from a comparative socio-legal perspective.
