El documento propone, desde la perspectiva preventiva, acciones dirigidas a mejorar el acceso y la calidad de la información pública; a perfeccionar las herramientas de gestión anticorrupción; a aumentar la incidencia del control social sobre la gestión pública, y a promover la integridad y la cultura de la legalidad en el Estado y la sociedad. Luego, el documento nos aproxima al concepto de corrupción indicando que ésta se puede entender como un fenómeno cíclico que se auto refuerza y en donde sus causas y consecuencias se sustentan mutuamente. Factores como la desigualdad social, los inadecuados diseños institucionales, los incentivos perversos para el oportunismo, la impunidad frente a las prácticas corruptas y la aceptación social de la corrupción son, en diferentes momentos, simultáneamente causas y consecuencias del fenómeno. Plantea el documento que a partir de los análisis recientes sobre el fenómeno, la corrupción se entiende como "el uso del poder para desviar la gestión de lo público hacia el beneficio privado". Esto implica que las prácticas corruptas son realizadas por actores públicos y-o privados con poder e incidencia en la toma de decisiones y en la administración de los bienes públicos. La corrupción, por tanto, es un fenómeno complejo y multidimensional que incide negativamente en los ámbitos económico, social, cultural, político y ético de una sociedad; que además afecta las condiciones de vida de los ciudadanos y sus capacidades para el Desarrollo Humano.
