En sus distintas variantes, el neoemprendedorismo cultural ha tendido hacia la producción de eventos más o menos efímeros, aparentemente sin políticas culturales. Y continúa pesando el diagnóstico común de que "en Argentina no hay políticas culturales" y el recuerdo de las palabras de un ministro del área: "La cultura no tiene prioridad para el gobierno ni para mí". En contraposición a ello, este libro adopta una perspectiva de políticas culturales públicas, entendiéndolas como procesos y como productos de un vasto entramado de actores sociales que trabajan en la reelaboración, comunicación y resignificación de la materia simbólica en sus diversas expresiones. El libro traza un panorama amplio del desarrollo de las políticas culturales nacionales, así como de iniciativas provinciales y locales, preguntándose por las articulaciones, las correspondencias, las autonomías y los conflictos entre estos niveles, apuntando certeramente a la médula organizativa del país, el siempre debatido federalismo en su contraposición real o ficticia con el centralismo. Y pone esas tensiones en relación con los niveles supranacionales y con los discursos transnacionales que circulan en los ensamblajes globales contemporáneos, señalando las improntas de los procesos de "arriba a abajo" (top down), de "abajo a arriba" (bottom up) y del policy transfer en las políticas culturales.
