This volume is devoted to exploring a subject which, on the surface, might appear to be just a trending topic. In fact, it is much more than a trend. It relates to an ancient, permanent issue which directly connects with people’s life and basic needs: the recognition and protection of individuals’ dignity, in particular the inherent worthiness of the most vulnerable human beings. The content of this book is described well enough by its title: ‘Human Dignity of the Vulnerable in the Age of Rights’. Certainly, we do not claim that only the human dignity of vulnerable people should be recognized and protected. We rather argue that, since vulnerability is part of the human condition, human vulnerability is not at odds with human dignity. To put it simply, human dignity is compatible with vulnerability. A concept of human dignity which discards or denies the dignity of the vulnerable and weak is at odds with the real human condition. Even those individuals who might seem more skilled and talented are fragile, vulnerable and limited. We need to realize that human condition is not limitless. It is crucial to re-discover a sense of moderation regarding ourselves, a sense of reality concerning our own nature. Some lines of thought take the opposite view. It is sometimes argued that humankind is – or is called to be – powerful, and that the time will come when there will be no vulnerability, no fragility, no limits at all. Human beings will become like God (or what believers might think God to be). This perspective rejects human vulnerability as in intrinsic evil. Those who are frail or weak, who are not autonomous or not able to care for themselves, do not possess dignity. In this volume it is claimed that vulnerability is an inherent part of human condition, and because human dignity belongs to all individuals, laws are called to recognize and protect the rights of all of them, particularly of those who might appear to be more vulnerable and fragile.

The ever-increasing use of technology is challenging the current status of the law, bringing about new problems and questions. The book addresses this trend from the perspective of International law and European Union law and is divided into three main thematic sections. The first section focuses on the legal implications of the use of technology either for law enforcement purposes or in the context of military activities, and examines how this use adds a new dimension to perennial issues, such as the uneasy balance between security concerns and the protection of individual rights, and defining the exact scope of certain State obligations. In so doing, it takes into account a range of current and potential scenarios at the international, regional and domestic level, including the use of killer robots, databases, drones and technology in general to patrol borders, exchange information on criminal suspects, maintain public order, target suspected terrorists and conduct military activities. In turn, the second section examines the role of institutional and non-institutional actors in establishing substantive normative standards for the use of high-tech applications. In this respect, it focuses both on the role that European courts have played so far, and on how other actors’ initiatives can contribute to the construction of a new legal framework for technology-related activities. This book contains the national reports and a comparative synthesis regarding the employment privacy law in the European Union. It reflects the background research that has been undertaken to prepare a European study conducted with the support of the European Commission, DG Employment, and Social Affairs. The main purpose of this research has been to undertake a comparative study in the European Union on the issue of the protection of workers' personal data, more in particular concerning the case of surveillance and monitoring. The study has focused on the situation in the various Member States of the European Union and has aimed to focus on the extent of the Member State laws and guidelines in this area, on whether such laws or existing guidelines adequately protect the worker, and on suggestions or recommendations or appropriate guidelines that would ensure suitable protection for the worker in relation to his or her monitoring and surveillance by the employer. The research has been undertaken under the supervision of the editor with the cooperation of the contributors who are all specialists in the field of employment privacy. Each expert has prepared a country study regarding the situation in the relevant Member State. The national research activities have resulted in a general discussion at a closed expert meeting on 4 and 5 October 2001, organised at the Law Faculty of the University of Leuven (Belgium). During this seminar, country surveys have been further explained and discussed, and policy options or suggestions have been looked upon in the examined field of study. The comparative overview departs from the horizontal approach of comparativism. It is widely recognized that Latinos are a sizable and diverse population and that we are a young demographic. The median age of non-Hispanic white Americans is 58, whereas for Latinos it is 30.Footnote1 Perhaps this partially explains the dearth of attention afforded to the topic of aging Latinos by academic scholarship and the mainstream media. This special issue compellingly alerts us to the reality that there is a growing, aging Latino population about which we know very little and that deserves our attention. I am grateful to Katynka Martínez and Mérida Rúa for curating “The Art of Latina and Latino Elderhood,” since this special issue responds to this significant gap in our knowledge with an exciting set of academic articles and creative contributions that challenges not only our assumptions about Latinos and aging but also our thinking on the types of contributions we include in our journal pages. In the poorest neighborhoods of Santiago, Chile, low-income residents known as pobladores have long lived at the margins—and have long advocated for the right to housing as part of la vida digna (a life with dignity). From 2011 to 2015, anthropologist Miguel Pérez conducted fieldwork among the pobladores of Santiago, where the urban dwellers and activists he met were part of an emerging social movement that demanded dignified living conditions, the right to remain in their neighborhoods of origin, and, more broadly, recognition as citizens entitled to basic rights. This ethnographic account raises questions about state policies that conceptualize housing as a commodity rather than a right, and how poor urban dwellers seek recognition and articulate political agency against the backdrop of neoliberal policies. By scrutinizing how Chilean pobladores constitute themselves as political subjects, this book reveals the mechanisms through which housing activists develop new imaginaries of citizenship in a country where the market has been the dominant force organizing social life for almost forty years. Pérez considers the limits and potentialities of urban movements, framed by poor people's involvement in subsidy-based programs, as well as the capacity of low-income residents to struggle against the commodification of rights by claiming the right to dignity: a demand based on a moral category that would ultimately become the driving force behind Chile's 2019 social uprising.
