The narrator, a young Algerian who lives at the expense of reality and hallucination, tries to resuscitate for his French mistress fragments of his childhood and adolescence. As a child, he and his brother Zahir lived in the intensely erotic atmosphere of the very bourgeois paternal house, full of women of all ages, along with the head of the family, Si Zoubir. Si Zoubir has repudiated the mother of the narrator, in favor of a young wife, Zoubida, who excites the sexual desires of all the males of the tribe. Grown in the shadow of this humiliation, as an adolescent, who also felt repudiated, the narrator tried in vain to reconstitute the mythical image of father, but he met only the degraded universe of adults, the traditional games of blood, fear and superstition, puritanism, hypocrisy and violence. Later, after the war of Independence, the narrator was taken prisoner by the Secret Members of a Clan, a kind of occult, an anti-revolutionary congregation, which holds a hand in all the wheels of repression. To escape the violence of the sclerotic world of the clan, the narrator opposes his own violence, oneiric, exorcisim through the powers of eroticism and a kind of verbal terrorism. For the first time, a young Algerian rises passionately against the stifling traditions of his ancestors and against those knowingly in a modern country that is in a sterile reformism.

This most unusual book results from the NATO Advanced Research Work shop, "Designing Hypertext/Hypermedia for Learning", held in Rottenburg am Neckar, FRO, from July 3-8, 1989. The idea for the workshop resulted from the burgeoning interest in hypertext combined with the frustrating lack of literature on leaming applications for hypertext. There was little evidence in 1988 that hypertext could successfully support learning out comes. A few projects were investigating hypertext for learning, but few conclusions were available and little if any advice on how to design hyper text for learning applications was available. Could hypertext support learning objectives? What mental processing requirements are unique to learning outcomes? How would the processing requirements of learning outcomes interact with unique user processing requirements of browsing and constructing hypertext? Should hypertext information bases be restruc tured to accommodate learning outcomes? Should the user interface be manipulated in order to support the task functionality of learning outcomes? Does the hypertext structure reflect the intellectual requirements of learning outcomes? What kinds of learning-oriented hypertext systems were being developed and what kinds of assumptions were these systems making? These and other questions demonstrated the need for this workshop. The workshop included presentations, hardware demonstrations, sharing and browsing of hypertexts, and much discussion about all of the above. These were the experiences that you, the reader of this book, unfortunately did not experience.

Why, they asked, did so few understand the rules of the game? In a broad account accessible to generalist and specialist alike, they address the current national debate about the development of a national information infrastructure, locating the debate in a broad historical narrative that illuminates how we got here and where we may be going, and outlining a bold vision of an open communications infrastructure that will cut through the political gridlock that threatens this "information highway."Technical change the authors argue is creating a new paradigm that fits neither the free market nor regulatory control models currently in play. They detail what is wrong with the political process of the national information infrastructure policy-making and assess how different media systems (telecommunications, radio, television broadcasting,) were originally established, spelling out the technological assumptions and organizational interests on which they were based and showing why the old policy models are now breaking down. The new digital networks are not analogous to railways and highways or their electronic forebears in telephony and broadcasting; they are inherently unfriendly to centralized control of any sort, so the old traditions of common carriage and public trustee regulation and regulatory gamesmanship no longer apply. The authors' technological and historical analysis leads logically toward a policy proposal for a reformed regulatory structure that builds and protects meaningful competition, but that abandons its role as arbiter of tariffs and definer of public service and public interest.
