Pourquoi la France ne veut-elle pas, pour sa propre armée, de l’avion de combat qu’elle essaie de vendre aux Danois, aux Belges, aux Hollandais et aux Norvégiens ? N’est-ce pas troublant ? Inquiétant même. Le Gouvernement n’a-t-il pas eu tort de laisser le constructeur Marcel Dassault définir à sa place la politique aéronautique de la France ? Et l’argent public, l’argent des contribuables n’est-il pas gaspillé dans une aventure sans lendemain ? Ces questions toutes simples, Paul Stehlin, 67 ans, député, à l’époque vice-président de l’Assemblée nationale, les a posées il y a longtemps déjà. Bien avant qu’on ne découvre l’existence de sa lettre à Giscard d’Estaing et que n’éclate « l’Affaire » qui porte son nom. Il faudrait un grand débat. Un débat public sur la politique industrielle et militaire de la France. Mais le Gouvernement ne veut pas d’un tel débat. Alors il choisit de sanctionner Paul Stehlin parce qu’il a été chef d’état-major de l’armée de l’Air et qu’un ancien aviateur n’a pas en France le droit d’avoir un avis sur la politique de son pays. Pas le droit, en tout cas, de donner cet avis publiquement. Le Gouvernement croyait étouffer l’affaire. Il la relance. Mis à la retraite définitive le 13 novembre 1974, Paul Stehlin est aujourd’hui juridiquement libre. Libre de s’exprimer en homme politique qu’il est. Et il parle. Il s’explique sur ses démêlés avec le général de Gaulle, puis avec Pompidou. Sur ses rapports, fort anciens, avec Giscard. Sur les dessous ignorés de « l’Affaire ». Paul Stehlin est inquiet. Il pense que le monde peut basculer demain dans une Troisième Guerre mondiale et que la France ne sera pas prête à y faire face.

Cette thèse s'attache à montrer comment la firme Michelin contribue à l'histoire de l'aviation civile et militaire en France, plus particulièrement entre 1896 et 1945. Elle met en évidence le rôle des deux frères, André (1853-1931) et Edouard Michelin (1859-1940), qui dirigent la société pendant l'essentiel de cette période. Leur quête de l'innovation et leur patriotisme industriel expliquent leur engagement en faveur de l'aviation. Les principales étapes de cette contribution sont : la fabrication de toiles caoutchoutées et d'accessoires pour les dirigeables et les avions au début du 20e siècle ; les coupes Michelin d'aviation (1908-1936), et notamment le prix de l'Aéro-cible Michelin (1911-1913) ; cette politique de mécénat s'accompagne de la diffusion de brochures qui militent avant 1914 en faveur de la création d'une véritable aéronautique militaire spécialisée ; la construction à Clermont-Ferrand d'avions de bombardement Breguet et de leurs équipements (lance-bombes, viseurs, munitions) pendant la Première Guerre mondiale (avions Breguet-Michelin I, II, IV et XIV B1 et B2, " avion de la victoire ") ; la mise au point d'une doctrine du bombardement, la constitution d'une escadre de bombardement Breguet-Michelin et la création d'une école de bombardement à Aulnat ; la création et l'animation du Comité français de propagande aéronautique (1921-1932), qui publie les journaux Les Ailes, Les Ailes Illustrées, L'Animateur des Temps Nouveaux, des livres, cahiers techniques, brochures et tracts. Ce Comité milite contre le " péril aéro-chimique " allemand (1921-1925), puis en faveur de l'aviation commerciale (1925-1930) et enfin pour la Défense aérienne du territoire (à partir de 1930). Une ultime intervention industrielle et patriotique en faveur de l'aviation militaire est envisagée en 1940. Les valeurs du patriotisme et de l'innovation restent au cœur de la politique de la société pendant la Seconde Guerre mondiale.
