In the 19th and early 20th centuries, the state emerged as a major player in the economies of the Western World. This important new volume provides an economic history for the period 1815-1939 of state/business relations in the major powers: France, Germany, Japan, Russia, UK and the USA. The book challenges the traditional story that the scale of state intervention reflected the degree to which each country was ideologically committed to laissez-faire, and which also tended to assume that governments were interested in economic growth and raising average living standards. Robert Millward gives a rather different perspective, arguing that the scale of state intervention and the differences across countries were motivated more by considerations of external defence and internal unification than by any notions of promoting economic growth or adherence to laissez-faire. This book provides, for the first time, an integrated economic history of these state /business relations in the major powers in the period 1815-1939, and offers a completely new perspective on the links between tariff policies, state enterprise in manufacturing, the treatment of the peasantry, regulation of railways, taxation of the business sector, policies on cartels, trusts and competition.

For most of human history a "natural fertility" regime has prevailed throughout the world: there has been almost no conscious limitation of family size within marriage, and women have spent their reproductive lives tied to the "wheel of childbearing." Only recently in developed countries has fertility been brought under conscious control by individual couples and childbearing fallen to an average of two births per woman. The explanation of this "fertility revolution" is the main concern of this book. Richard A. Easterlin and Eileen M. Crimmins present and test a fertility theory that has gained increasing attention over the last decade, a "supply-demand theory" that integrates economic and sociological approaches to fertility determination. The results of the tests, which draw on data from four developing countries—Colombia, India, Sri Lanka, and Taiwan—are highly consistent, though a number of the conclusions are likely to arouse controversy. For example, couples' motivation for fertility control appears to be the prime mover in the fertility revolution, rather than access to family planning services or unfavorable attitudes toward such services. The interdisciplinary approach and nontechnical exposition of this study will attract a wide readership among economists, sociologists, demographers, anthropologists, statisticians, biologists, and others.

In examining the changes in inheritance laws brought on by the Revolution, Margaret Darrow gives a lively account of the mixed effects legislation had on families of this period. As a test case, she has chosen the southern city of Montauban, whose Roman-based law enabling testators to appoint their heirs was contradicted by the new laws instituting equal inheritance. Politics and an oversimplified understanding of demographic dynamics have long kept population issues out of serious discussions in the framework of climate negotiations. Within adaptation actions, however, this is beginning to change, and this volume is intended to provide a framework for taking that change forward, towards better, more evidence-based adaptation.
