The International Tribunal for the Law of the Sea is an independent judicial body established by the United Nations Convention on the Law of the Sea to adjudicate disputes arising out of the interpretation and application of the Convention. The Tribunal is open to States Parties to the Convention and, in certain cases, to entities other than States Parties (such as international organizations and natural or legal persons). The jurisdiction of the Tribunal comprises all disputes submitted to it in accordance with the Convention. It also extends to all matters specifically provided for in any other agreement which confers jurisdiction on the Tribunal. This volume contains the texts of the judicial decisions rendered by the Tribunal in the year 2013 in English and French. Le Tribunal international du droit de la mer est un organe judiciaire indépendant créé par la Convention des Nations Unies sur le droit de la mer pour connaître des différends relatifs à l'interprétation et l'application de la Convention. Le Tribunal est ouvert aux Etats Parties à la Convention et, dans certains cas, à des entités autres que les Etats Parties (telles que des organisations internationales et des personnes physiques et morales). La compétence du Tribunal s'étend à tous les différends qui lui sont soumis conformément à la Convention. Elle s'étend également à toutes les matières expressément prévues dans tout autre accord conférant compétence au Tribunal. Este es un libro enfocado en las organizaciones en general, donde se analiza con sentido multidisciplinario las interacciones y formas de vida de las personas para comprender que su ordenación esta determinada y se relaciona con la orientación seguida por la sociedad y la cultura. Se hace referencia cierta al dilema confianza-desconfianza como característica peculiar de la crisis que se vive en el entorno institucional latinoamericano producto de un estilo de pensamiento esquizoparanoide desarrollado en muchos adultos por múltiples factores y elementos intrínsecos propios, en su mayoría vinculados con el impulso silencioso de las fuerzas ambientales y el poder de mando en todas sus perspectivas. En el libro se discuten y abarcan, por lo menos, tres grupos temáticos diferenciados y relacionados con la desconfianza: 1) Como en América Latina y el Caribe, las diferencias culturales y de producción de las personas han interactuado con las experiencias de desigualdades sostenidas y desarrolladas permanentemente para crear e impulsar la incredulidad y la desconfianza 2) Como numerosos factores extrínsecos (políticos, económicos, educativos, jurídicos, tecnológicos y otros) han afectado los comportamientos, el rendimiento, y las formas de intercambio de las personas, a través de las transformaciones históricas de la región, influyendo en la desconfianza de la gente, y 3) Como el conocimiento sobre factores humanos intrínsecos puede ayudar a los directivos y gerentes para anticipar, dirigir, y aprovechar de manera institucional programas de medición y transformación con acciones positivas para promover y mejorar el aprendizaje y la confianza. Se trata de un enfoque interpretativo sobre acontecimientos evidentes que busca contribuir con proposiciones sobre como "gerenciar la desconfianza," haciendo reflexiones e invitando a los administradores y directivos, de los sectores público y privado de la economía, para analizar, discutir y evaluar causas y consecuencias categóricas que se generan, delimitan, y propagan en el comportamiento individual y social de los miembros de cualquier organización. Especialmente, cuando los niveles de la desconfianza crecen producto de problemas no resueltos y de actitudes negativas ante respuestas inconsistentes, lo que influye a su vez en la cultura de la desconfianza afectando e infectando a la comunidad y la sociedad. This is the first book in English to present a comprehensive analysis of the October 2019 social outbreak in Chile and its consequences for the country’s political system. For almost 30 years (1990-2019), Chile was recognized as a model of political and economic stability in Latin America, but the 2019 protests put into question the whole structure of representation based on programmatic political parties. This contributed volume analyzes the causes of the social outbreak by examining the interaction between political parties and social movements in Chile since 2000, establishing bridges between the sociology of social movements and the political science of parties and forms of traditional political representation. The book is organized in three parts. The first part analyzes the collapse of the political party system in Chile. The second part shows how social movements introduced innovative forms of political mobilization that challenged the traditional forms of political representation. Audacious Reforms examines the creation of new political institutions in three Latin American countries: direct elections for governors and mayors in Venezuela, radical municipalization in Bolivia, and direct election of the mayor of Buenos Aires in Argentina. Diverging from the usual incremental processes of political change, these cases marked a significant departure from traditional centralized governments. Such "audacious reforms," explains Merilee S. Grindle, reinvent the ways in which public problems are manifested and resolved, the ways in which political actors calculate the costs and benefits of their activities, and the ways in which social groups relate to the political process. Grindle considers three central questions: Why would rational politicians choose to give up power? What accounts for the selection of some institutions rather than others? And how does the introduction of new institutions alter the nature of political actions? The case studies of Venezuela, Bolivia, and Argentina demonstrate that institutional invention must be understood from theoretical perspectives that stretch beyond immediate concerns about electoral gains and political support building. Broader theoretical perspectives on the definition of nation and state, the nature of political contests, the legitimacy of political systems, and the role of elites all must be considered. While past conflicts are not erased by reforms, in the new order there is often greater potential for more responsible, accountable, and democratic government.

Al hacerlo instauraron un nuevo subgnero novelstico: La novela revolucionaria boliviana. El ensayo est enfocado en el anlisis dialctico de dos categoras: Historia y novela. Ofrece referencias conceptuales formuladas por tericos (Karl Marx, Georg Lukcs, Gerald Genette y Robert Jauss) que privilegian una crtica literaria basada en las interconexiones entre el desarrollo social y la cosmovisin que se expresa en las novellas que refl ejan, de uno u otro modo, dicha realidad. El ensayo precisa que la novella boliviana posee la capacidad de tomar de la vida de los trabajadores sus experiencias ms esenciales, y las expresa artsticamente. Siendo lo ms relevante el propsito de ayudarles a convertirse de una clase en s a una clase para s. El mrito del ensayo del Dr. Guido J. Arze es haber sabido demostrar que las novellas revolucionarias bolivianas ayudaron a promover la lucha armada liberadora, usndolas como vehculos de concientizacin, y con ello consagraron un nuevo subgnero: La novella revolucionaria boliviana. Novela que difi ere en cuanto a su funcin de sus semejantes las novelas de la Revolucin Mexicana y de la Revolucin Cubana.

This book presents an intellectual history of the reception of Soviet psychology in Argentina as part of the communist scientific culture promoted by the Argentine Communist Party. This research reconstructs the material conditions, the political conjunctures and disciplinary disputes that allowed the international circulation of the works and ideas of Ivan Pavlov and Lev Vygotsky, and analyzes how pavlovism and vygotskianism impacted psychology, psychiatry and the wider mental health field in Argentina between 1935 and 1991. Starting on the 1930s, a group of professionals, scientists and intellectuals who belonged to the Argentine Communist Party introduced Soviet psychology in Argentina as an effort to promote the philosophical and political principles of Marxism-Leninism in Argentinean psychological and psychiatric academic circles, as well as in mental health institutions. This book shows how the efforts of this group contributed to the diffusion of communist scientific ideas and practices in South America as part of a transnational circuit of communist scholars and intellectuals that included France, Spain and the USA, which fostered scientific exchange and politicized science during the years of antifascist struggle and the Cold War. Communist Psychology in Argentina: Transnational Politics, Scientific Culture and Psychotherapy (1935-1991) will be of interest to historians of psychology and psychiatry concerned with the study of the relationship between Marxism and psychology in the 20th century, as well as to historians of science in general attentive to the study of the circulation of scientific ideas, as the book reconstructs the networks of the international communist movement as an effort to provide a scientific basis for the development of a socialist program in different parts of the world.
