Para el sello editorial del IDPC, el tema de los parques de Bogotá ha representado, en los últimos tiempos, uno de los focos de exploración más prolíficos desde los cuales ha sido posible expandir y complejizar las interpretaciones sobre el patrimonio cultural de la capital. El primer título de esta línea temática fue Parque del Centenario. Transformación urbana, itinerario y significado, de Hugo Delgadillo, publicado en 2019, al que le sobrevino La vida privada de los parques y jardines públicos. Bogotá, 1886-1938, de Claudia Cendales Paredes, publicado en 2020. El impulso dado por este último título permitió que se consolidara la iniciativa de dar continuidad a esta línea a partir de dos nuevos libros: El Parque Nacional Olaya Herrera de Bogotá, 1934-2021, de Sandra Reina Mendoza, y el que presentamos en estas líneas, La rueda de la fortuna en Bogotá, 1910-1934, acerca de dos parques: el Lago Gaitán y el Luna Park. Más allá de un estudio alentado por la nostalgia, o bien por los anhelos de rememorar la vida de dos espacios desaparecidos que otrora fueran significativos para la ciudad, en esta investigación Juan Carlos Gómez propone un análisis que devela las lógicas económicas y políticas que propiciaron sendos proyectos urbanísticos, cuyo propósito fue el aprovechamiento rentable de los terrenos sobre los cuales se habían asentado tanto el Luna Park como el Lago Gaitán. Un grupo compuesto por comerciantes, terratenientes, empresarios y concejeros municipales, además de algunos miembros de la Sociedad de Embellecimiento, capitalizaría el valor de los terrenos localizados en el norte de Chapinero (para el caso del Lago Gaitán) y en el sur de la capital (para el caso del Luna Park). El resultado de esta alianza, que subordinó la política urbanística a la esfera del usufructo económico, se evidencia no solamente en la ausencia de cualquier huella, perceptible en la geografía de la ciudad, de lo que fueron estos parques, sino también en la manera, relativamente azarosa, con que se desarrollaron los procesos de configuración espacial de los barrios en ambas zonas. Con el propósito de dilucidar los efectos de la alianza entre poderosos sectores sociales en su empresa por rentabilizar bastos terrenos de la capital, La rueda de la fortuna apela a un detallado análisis catastral a través del cual presenta una reconstrucción predial que evidencia las dinámicas de loteo y venta concebidas para las áreas mencionadas. En este sentido, más que exhortar a la historia en razón a la añoranza o a la idealización de aquello perdido, la investigación se sitúa en una indagación histórica por el comportamiento de las lógicas, entramados y connivencias a partir de las cuales se dio forma al crecimiento de la capital desde el siglo pasado.

This book deals with slums as a specific question and a central focus in urban planning. It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.
