The death of General Francisco Franco in November of 1975 ended thirty-six years of fascist-style dictatorship in Spain. The subsequent transition to liberal parliamentary government was remarkably smooth, particularly when compared to the recent difficulties experienced by other states, such as the former Soviet Republics and Eastern Europe. Ortiz traces Spain's success back to the development of a liberal tradition and a public sphere in the last decades of the 19th century during the Restoration period. He uses this era as a test case to demonstrate that liberal practices can develop even within a political situation where state institutions and the social infrastructure do not necessarily support them. Paper Liberals dispels the notion that Western Europe ends at the Pyrenees and argues instead that, while on the periphery, Spain should not be excluded from the mainstream of European history. Clarifying a period in contemporary Spanish history that has been largely misunderstood, this study underscores the importance of the Spanish example as a comparative model to the countries customarily thought of as the European center (Britain, France, and Germany). Ortiz examines the formation and expansion of liberal political culture during the Regency of Maria Christina from 1885 to 1902, and he details the pivotal role of the Spanish press, which dominated the public sphere of Regency Spain, as the vehicle for this remarkable transformation.

Visions of the Emerald City is an absorbing historical analysis of how Mexicans living in Oaxaca City experienced “modernity” during the lengthy “Order and Progress” dictatorship of Porfirio Díaz (1876–1911). Renowned as the Emerald City (for its many buildings made of green cantera stone), Oaxaca City was not only the economic, political, and cultural capital of the state of Oaxaca but also a vital commercial hub for all of southern Mexico. As such, it was a showcase for many of Díaz’s modernizing and state-building projects. Drawing on in-depth research in archives in Oaxaca, Mexico City, and the United States, Mark Overmyer-Velázquez describes how Oaxacans, both elites and commoners, crafted and manipulated practices of tradition and modernity to define themselves and their city as integral parts of a modern Mexico. Incorporating a nuanced understanding of visual culture into his analysis, Overmyer-Velázquez shows how ideas of modernity figured in Oaxacans’ ideologies of class, race, gender, sexuality, and religion and how they were expressed in Oaxaca City’s streets, plazas, buildings, newspapers, and public rituals. He pays particular attention to the roles of national and regional elites, the Catholic church, and popular groups—such as Oaxaca City’s madams and prostitutes—in shaping the discourses and practices of modernity. At the same time, he illuminates the dynamic interplay between these groups. The ease with which Cuba slipped into its relationship with Communism revived in the United States its recurring nightmare in which other Latin American countries, particularly Mexico, become satellites of Russia or Red China. But such an occurrence is most unlikely in Mexico, according to Karl Schmitt, former intelligence research analyst with the United States Department of State. Communism in Mexico traces efforts during the early twentieth century to create a Soviet-style society in one of the largest and most strategically situated of the Latin American countries. Schmitt writes authoritatively of the Mexican Communist movement, tracing its development from an early and potentially powerful political-economic base to the increasingly fragmented and weakened collection of parties and front groups of the 1960s. He follows the various schisms and factional divisions to the mid-1950s, when the process of disintegration became most noticeable, and explores and analyzes in detail Communist attempts since then to establish unity among the many quarreling and frustrated groups of the now-splintered movement. Three Communist parties in Mexico, a score of front groups, and numerous infiltration cells in non-Communist organizations such as student and labor groups, all recognize in a broad way a common and ultimate goal: the creation of a Soviet-style society. But their attempts at unity have consistently led only to further bickering and frustration. This period is subjected to a thorough study and analysis in an effort to understand and explain the Communists' lack of success. Schmitt presciently concludes that Communism's future in Mexico will be as cloudy as its past, and that the accelerating economy and improving social conditions there will serve to weaken the movement still further.

A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system.
