In this book, Enrico Padoan proposes an original middle-range theory to explain the emergence and the internal organisation of anti-neoliberal populist parties in Latin America and Southern Europe, and the relationships between these parties and the organised working class. Padoan begins by tracing the diverging evolution of the electoral Lefts in Latin America and Southern Europe in the aftermath of economic crises, and during the implementation of austerity measures within many of these nations. A causal typology for interpreting the possible outcomes of the realignments within the electoral Lefts is proposed. Hereafter, the volume features five empirical chapters, four of which focus on the rise of anti-neoliberal populist parties in Bolivia, Argentina, Spain and Italy, while a fifth offers an analysis on four ‘shadow cases’ in Venezuela, Uruguay, Portugal and Greece. Les maladies systémiques regroupent un cadre hétérogène de maladies (connectivites, vascularites, granulomatoses…) dont la pathogénie est caractérisée par une atteinte de plusieurs organes. Elle constitue souvent une clé pour le diagnostic et peut mettre en jeu le pronostic fonctionnel en raison du risque de cécité. La sémiologie oculaire des maladies systémiques et les moyens d’explorations ophtalmologiques sont souvent mal connus des internistes ou des spécialistes d’organes. Inversement, les maladies systémiques sont l’objet de nombreuses interrogations de la part des ophtalmologistes. De ce constat est né Œil et Maladies systémiques qui présente, en 50 chapitres : • les principaux syndromes ophtalmologiques et les moyens d’explorations, destinés principalement aux non-ophtalmologistes • l’expression ophtalmologique des maladies systémiques (connectivites et vascularites, certaines maladies infectieuses et autres affections multiviscérales) ainsi que les aspects diagnostiques, pronostiques et thérapeutiques. "Corruption vulnerabilities exist where government officials have power over the provision of goods and the imposition of costs. Building permits and infrastructure contracts are examples of state-issued goods. Traffic tickets and tax liabilities are examples of costs levied by the state. These and other corruption vulnerabilities turn to actual threats when officials calculate that the benefits of abusing their power are greater than the penalties associated with getting caught. By a similar logic, the formula for corruption control requires increasing the probability of detecting corruption (that is, of activating the eye) through enhanced monitoring and then credibly threatening to apply the appropriate penalty in response to wrongdoing (cracking the whip). Notably, the common policy response to corruption often emphasizes only the first of the two mechanisms. Governments prioritize transparency measures but avoid the risks associated with confronting corruption. Therefore, as a means to improve on the current state of affairs, this book examines distinct approaches to promoting accountability, especially accountability among the set of unelected officials responsible for regulating the built environment. It analyzes the results of field experiments on corruption control conducted in the City of Querétaro in central Mexico, urban and peri-urban districts in Peru, and two of New York City's boroughs.
