The current evolution of the European economy suggests that in the near future, research in agri-food economy and agri-food production, and agricultural production systems and structures must be redesigned, adapted and developed to respond to the lack of sustainability of agri-food production systems and the current global food crisis. This book analyses the agricultural paradigm transformations that occur as countries converge on the European agricultural model and what their impact is for sectoral development, while emphasizing their contribution to the redefinition of rural agricultural communities and economy. This book helps develop a theoretical framework by analysing the specialized empirical literature and techniques used in the field of agricultural economy research, with a focus on the transformation of Romanian agriculture in order to become integrated and respond to the globalization of markets.

Knowledge generation and transfer mechanisms are being transformed in important and controversial ways. Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.

"Sustained, well-targeted, and effectively used investments in R&D have reaped handsome rewards from improved agricultural productivity and cheaper, higher quality foods and fibers. As we begin a new millennium, the global patterns of investments in agricultural R&D are changing in ways that may have profound consequences for the structure of agriculture worldwide and the ability of poor people in poor counties to feed themselves. This report documents and discusses these changing investment patterns, highlighting developments in the public and private sectors. It revises and carries forward to 2000 data that were previously reported in the 2001 IFPRI Food Policy Report Slow Magic: Agricultural R&D a Century After Mendel (PDF 300K). Some past trends are continuing or have come into sharper focus, while others are moving in new directions not apparent in the previous series. In addition, this report illustrates the use of spatial data to analyze spillover prospects among countries or agroecologies and the targeting of R&D to address specific production problems like drought-induced production risks. More detailed data on the agricultural research investment trends summarized here can be accessed at www.asti.cgiar.org."

The need for agricultural research resources in the developing world cannot be underestimated, but the availability of such resources is often poor due to lack of funding and investment. In order for Africa and other such developing countries to achieve productivity in agriculture - vital to food security, poverty reduction and sustainable management of natural resources - investment and policy development needs to be assessed. This book, a joint effort from IFPRI, ILRI and the Kellogg Foundation, explores the importance of impact assessment studies in Africa, and assembles important evidence to pave the way for further, much needed investment in agricultural research all over the developing world.
