As urbanization continues, and even accelerates, scientists estimate that by 2015 the world will have up to 60 ‘megacities’ – urban areas with more than five million inhabitants. With the irresistible economic attractions of urban centers, particularly in developing countries, making the influx of citizens unstoppable, many of humankind’s coming social, economic and political dramas will be played out in megacities. This book shows how geographers and Earth scientists are contributing to a better understanding of megacities. The contributors analyze the impact of socio-economic and political activities on environmental change and vice versa, and identify solutions to the worst problems. They propose ways of improving the management of megacities and achieving a greater degree of sustainability in their development. The goals, of wise use of human and natural resources, risk reduction (both social and environmental) and quality of life enhancement, are agreed upon. But, as this text proves, the means of achieving these ends are varied. Hence, chapters cover an array of topics, from health management in Indian megacities, to planning in New York, to transport solutions for the chronically traffic-choked Bangkok. In Entwicklungsländern sind sie auch schwächer formal organisiert, wobei dieses Defizit teilweise durch andere Formen der gesellschaftlichen Verankerung von Parteien kompensiert wird. Hierunter fallen Phänomene wie der Klientelismus, der Faktionalismus und Patronage, sowie der Appell an ethnische/religiöse Identitäten, die im Prozess der Modernisierung keineswegs zurückgetreten sind. Sie sind nicht pauschal als demokratieschädigend anzusehen, gefährden aber die demokratische Konsolidierung dann, wenn sie ihren verfassungsmäßigen Rahmen unterhöhlen.

Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.
