This guide, produced jointly by Amnesty International and the Council of Europe, aims at helping design policies and measures to better address female genital mutilation and to pave the way for change. It is based on the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (also known as the Istanbul Convention), which entered into force in August 2014. The Istanbul Convention is the first treaty to recognise that female genital mutilation exists in Europe and that it needs to be systematically addressed (Article 38 of the Convention). It requires states parties to step up preventive measures by addressing affected communities, as well as the general public and relevant professionals. It entails obligations to offer protection and support when women and girls at risk need it most – and makes sure that their needs and their safety always come first.

The Council of Europe Convention on the counterfeiting of medical products and similar crimes involving threats to public health aims at the criminalization of certain activities because of the danger they pose to public health: the manufacturing of counterfeit medical products; supplying, offering to supply and trafficking in counterfeit medical products; the falsification of documents linked to medical products; the unauthorized manufacturing or supplying of medicinal products and the marketing of medical devices that do not comply with conformity requirements. The Convention also covers preventive measures and addresses the legal situation of victims of the above-mentioned crimes. The Convention is the first international criminal law instrument in its field, providing States Parties with a clear legal framework to combat the serious and increasing threat to public health posed by the counterfeiting of medical products and other dangerous practices.

Connexions est un outil précieux pour les éducateurs qui souhaitent aborder le discours de haine en ligne sous l’angle des droits de l’homme, tant dans le système éducatif formel que dans le cadre de l’éducation informelle. Ce manuel a été conçu pour travailler avec des apprenants de 13 à 18 ans, mais les activités proposées peuvent être adaptées à d’autres groupes d’âge.

Europe has been going through its most serious crisis of values since the fall of communism. In public discourse, economic and social pressures have overshadowed the other dimensions of the crisis, including societal values. However, the crisis of values would appear to be more than simply an effect of the recession. Europeans have lost trust in democratic institutions at all levels: European, national and local. Rising xenophobia and discrimination against minorities undermine the vitality of the European model of tolerance. Europe is plagued by endemic corruption which costs it more than €100 billion annually, triggering political instability. Some believe that once Europe is back on the path of growth the crisis of values will disappear, and that there will be a resurgence of faith in European integration. But in the long term, growth in Western societies may be impaired by serious “headwinds” resulting from demographic trends and rising inequalities, and Europe may become the first post-growth society. European societies are already changing their traditional characteristics as a result of exposure to the effects of two global mega-trends: the empowerment of the individual and cosmopolitisation. Can the European project be of relevance when addressing these challenges? What do works of art teach us from their period of creation? What do they teach us about human interaction, about social groups? Report on the 2018 Council of Europe and ALTE survey on language and knowledge of society policies for migrants Migration is one of the most contentious issues in current international politics. To better understand this issue, the Council of Europe conducted an extensive survey among Council of Europe member states on requirements regarding language and knowledge of society that migrants must meet to obtain access to the country, residency or citizenship. This report, based on that survey, will be relevant to anybody interested in migration and language policy. It pays particular attention to vulnerable learner groups and the degree to which member states provide migrants with adequate learning opportunities. In addition to discussing current trends, it also shows that language and knowledge of society requirements were gradually made stricter between 2007 and 2018. Based on the survey results and on available research, the authors formulate a number of policy recommendations, emphasising the importance of providing adequate learning opportunities and warning against requirements that might hinder, rather than foster, integration.

Youth participation is not an end in itself, but a means of achieving positive changes in young people’s lives and of building better democratic societies. Participation is a fundamental human right recognised, among others, in the Universal Declaration of Human Rights and the Convention on the Rights of the Child. Participation is also a core principle of human rights and is a condition for effective democratic citizenship for all people. The aim of the Council of Europe’s youth policy is to provide young people with equal opportunities and experience which enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society. Youth participation is at the core of youth policy in the Council of Europe, which includes co-management as a form of sharing power with youth representatives. Youth participation is promoted across the various sectors of the Council of Europe. The revised European Charter on the Participation of Young People in Local and Regional Life, adopted in May 2003 by the Congress of Local and Regional Authorities of the Council of Europe, is a standard-setting instrument for youth participation. It supports young people, youth workers, youth organisations and local authorities in promoting and enhancing meaningful youth participation at local and regional level across Europe. The manual “Have your say!” was produced to support local and regional authorities, youth organisations and young people who want to give young people a real say for a meaningful democratic youth participation. According to the Charter, participation is about having the right, the means, the space and the opportunity and, where necessary, the support to participate in and influence decisions and engage in actions and activities so as to contribute to building of a better society. The manual “Have your say!” is an educational and practical tool to support all those committed to making that right a reality for more young people in the Council of Europe member states.

Elections are a pre-condition for democratic governance since it is through them that the citizens of a country choose freely, and on the basis of the law, the persons that can legitimately govern in their name and in their interest. The right to free elections, as enshrined in the Article 3 of the Protocol to the European Convention on Human Rights, is a “fundamental principle in a truly democratic political regime”. It comprises a series of safeguards and procedures that ensure respect for active and passive electoral rights and the conduct of genuine free and fair elections. Civil society has a distinct role to play since it observes the electoral process and contributes to the development of national electoral procedures through advice and recommendations. The Council of Europe handbook Reporting on elections aims to help observers become more efficient and to produce more effective reports, specifically focusing on the reporting of core team members.
