La réforme de l'hospitalisation publique et privée donne un nouveau cadre à la régulation du système hospitalier portant à la fois sur les procédures d'évaluation, qu'il s'agisse de la satisfaction des usagers ou de la qualité et de la sécurité des soins. Une telle gestion implique la pénitence d'une démarche sysstématique d'évaluation des coûts et de la mesure de l'efficacigté des activités. Le but de cet ouvrage est de présenter les règles de mise en place d'un système cohérent de contrôle et d'aide à la décision correspondant à des situations actuelles dans le système hospitalier français. La première partie donne les principes généraux du fonctionnement d'un service de contrôle de gestion : sa vocation, son rôle, ses tâches (la collecte des informations, l'exploitation des données recueillies et la publication des résultats) et sa finalité, c'est-à-dire sa participation à la gestion des grandes fonctions par la mesure d'indicateurs de coûts et d'activité. La deuxième partie est consacrée aux outils du contrôle de gestion propres aux exigences de la gestion financière hospitalière : les indicateurs utilisés (données de la comptabilité analystique), les sytèmes d'information (fichiers de structure ou découpage transversal affectant les coûts par malade et par activité), les outils d'analyse statistique (économétrie, analyse de données, enquêtes par sondage), la communication des résultats aux responsables des activités et des services afin de leur fournir les moyens d'une bonne gestion. Cet ouvrage, qui propose un mode de développement du contrôle de gestion directement appliqué au milieu hospitalier, est destiné aux administrateurs et directeurs des hôpitaux, aux chefs de service des hôpitaux, à la formation des responsables hospitaliers.

This monograph focuses on the level of management culture development in organizations attempting to disclose it not only with the help of theoretical insights but also by the approach based on employees and managers. Why was the term "management culture" that is rarely found in literature selected for the analysis? We are quite often faced with problems of terminology. Especially, it often happens in the translation from one language to another. While preparing this monograph, the authors had a number of questions on how to decouple the management culture from organization's culture and from organizational culture, how to separate management culture from managerial culture, etc. However, having analysed a variety of scientific research, it appeared that there is no need to break down the mentioned cultures because they still overlap. Therefore, it is impossible to completely separate the management culture from the formal or informal part of organizational culture. Management culture inevitably exists in every organization, only its level of development may vary.
