Longtemps qualifiées de prédatrices, de relais de l'échange inégal, voire d'obstacles à l'accomplissement des politiques de développement, les villes - et particulièrement les grandes villes - du Sud ont fait à partir des années quatre-vingt, sous les auspices du néo-libéralisme, un retour " vertueux " sur la scène du développement dans le contexte d'une mondialisation des économies, porteuse d'une nouvelle donne urbaine. Le développement désormais considéré comme moteur de la croissance légitime l'irruption d'un nouveau système de critères fait de "meilleures pratiques", de "bonne gouvernance", de "construction de compétences". Cependant les nouvelles formes de l'urbanisation, métropoles émergentes ou mégapoles foisonnantes, où les activités informelles occupent une place dominante, ne sont-elles pas autant de symptômes d'un ajustement sous contrainte installé au prix de processus d'exclusion des citadins victimes de la sélection économique ? La mise en place de la décentralisation ne semble pas donner aux autorités locales les moyens de mieux gérer les villes, socialement et techniquement. Face à ces dynamiques territoriales et politiques, on voit les citadins développer des initiatives et se transformer en acteurs de nouvelles formes de citadinité démocratique, souvent rassemblés sous le vocable de " société civile ", s'insérant dans les interstices de la mondialisation.
