When, in 1960, France granted independence to its colonies in West and Central Africa-an empire covering an area the size of the contiguous United States-the French still intended to retain influence in Africa. Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword.

René Lévesque est né à New Carlisle le 24 août 1922. Après avoir étudié à l’école primaire de New Carlisle et au séminaire de Gaspé, il se retrouve à Québec, où il étudie au Collège Saint-Charles-Garnier. Il commence ensuite des études en droit à l’Université Laval, mais la carrière de journaliste l’attire davantage. Durant la Deuxième Guerre mondiale, René Lévesque est correspondant de guerre au sein de l’armée américaine. Il revient au bercail en 1945, après avoir vu l’Europe s’entre-déchirer. De nouveaux modèles de reconstruction sociale émergent alors, entre le libéralisme, la social-démocratie et le socialisme. Il y a certes un bouillonnement intellectuel. Nous sommes dans un monde d’expérimentation sociale. René Lévesque est de retour au Québec, dans une société où le conservatisme est omniprésent. Il souhaite ardemment trouver avec ses concitoyens une voie singulière qui permettra aux Canadiens français de s’épanouir comme peuple, comme nation et comme civilisation. Le mot modernisation est sur toutes les lèvres. Modern America owes the Roman Empire for more than gladiator movies and the architecture of the nation's Capitol. It can also thank the ancient republic for some helpful lessons in globalization. So argues economic historian Harold James in this masterful work of intellectual history. The book addresses what James terms "the Roman dilemma"--the paradoxical notion that while global society depends on a system of rules for building peace and prosperity, this system inevitably leads to domestic clashes, international rivalry, and even wars. As it did in ancient Rome, James argues, a rule-based world order eventually subverts and destroys itself, creating the need for imperial action. The result is a continuous fluctuation between pacification and the breakdown of domestic order. James summons this argument, first put forth more than two centuries ago in Adam Smith's Wealth of Nations and Edward Gibbon's Decline and Fall of the Roman Empire, to put current events into perspective. The world now finds itself staggering between a set of internationally negotiated trading rules and exchange--rate regimes, and the enforcement practiced by a sometimes-imperial America. These two forces--liberal international order and empire--will one day feed on each other to create a shakeup in global relations, James predicts. To reinforce his point, he invokes the familiar bon mot once applied to the British Empire: "When Britain could not rule the waves, it waived the rules." ? Despite the pessimistic prognostications of Smith and Gibbon, who saw no way out of this dilemma, James ends his book on a less depressing note. He includes a chapter on one possible way in which the world could resolve the Roman Predicament--by opting for a global system based on values as opposed to rules.
