This book originated at a meeting of American and European specialists in in dustrial organization, at the Instituut voor Bedrijfskunde, Nijenrode (The Netherlands) in August, 1974. The conference endeavored to bring together re searchers in a field where, paradoxically, the underlying phenomena studied are increasingly coordinated and internationalized, yet the observers remain pre dominantly isolated. Only rarely do they resort to comparisons between coun tries, and still less frequently to an analysis from a transnational outlook. As the contributions to this collection demonstrate, it has become clearer and clearer that -whether or not as a result of a random process, or of technological conditions, or of deliberate enterprise strategy - the determinants of market structures and their changes as time passes, have created fundamentally similar effects in different countries, resulting in industrial structures of the same kind. Thus, the largest firms and plants are found in the same sectors, and the most concentrated industries are more or less the same from one country to the other. The studies of Prais, Reid, Jacquemin & Phlips and Linda likewise show that a broad trend toward concentration has been manifest.

Since this process was occurring very rapidly, Hahn and Sackur marked the position of the pointer on a scale with pencil marks. As a timing device they used a metronome that beat out intervals of approximately 1. 3 seconds. This simple method enabled them to determine that the half-life of the emanations of actinium and emanium were the same. Although Giesel's measurements had been more precise than Debierne's, the name of actinium was retained since Debierne had made the discovery first. Hahn now returned to his sample of barium chloride. He soon conjectured that the radium-enriched preparations must harbor another radioactive sub stance. The liquids resulting from fractional crystallization, which were sup posed to contain radium only, produced two kinds of emanation. One was the long-lived emanation of radium, the other had a short life similar to the emanation produced by thorium. Hahn tried to separate this substance by adding some iron to the solutions that should have been free of radium, but to no avail. Later the reason for his failure became apparent. The element that emitted the thorium emanation was constantly replenished by the ele ment believed to be radium. Hahn succeeded in enriching a preparation until it was more than 100,000 times as intensive in its radiation as the same quantity of thorium.

Some Reflections My first proposition is that if we are interested in analyzing the performance and dynamic properties of the world's economies, it is only at significant peril that comparative economists can overlook noneconomic or "political" factors. This is not to say that it is illegitimate to abstract from non-economic factors for particular purposes; rather, such abstraction should occur only with cogni zance of the influences being suppressed. I have argued elsewhere that the analytical compromise in suppressing noneconomic variables is greater for the study of planned than for market economies. [7] Borrowing from Polanyi [8], it is claimed that in market sys tems the economic sphere is disembedded from (separate and not subordinate to) the political, social and cultural spheres, while in planned systems the economic sphere is embedded in the noneconomic spheres. To be sure, market economies are strongly affected by political and cultural factors, but planned economies have and often exercise the potential to let political goals dominate in making production, allocational, or distributional choices. Indeed, it is difficult in practice to separate out what are political and what are economic decisions in planned systems.
