As people crowded into British cities in the nineteenth century, industrial and biological waste byproducts and then epidemic followed them. Britons died by the thousands in recurring plagues. Figures like Edwin Chadwick and John Snow pleaded for measures that could save lives and preserve the social fabric. The solution that prevailed was the novel idea that British towns must build public water supplies, replacing private companies. But the idea was not an obvious or inevitable one. Those who promoted new waterworks argued that they could use water to realize a new kind of British society—a productive social machine, a new moral community, and a modern civilization. They did not merely cite the dangers of epidemic or scarcity. Despite many debates and conflicts, this vision won out—in town after town, from Birmingham to Liverpool to Edinburgh, authorities gained new powers to execute municipal water systems. But in London local government responded to environmental pressures with a plan intended to help remake the metropolis into a collectivist society. The Conservative national government, in turn, sought to impose a water administration over the region that would achieve its own competing political and social goals. The contestants over London's water supply matched divergent strategies for administering London's water with contending visions of modern society. And the matter was never pedestrian. The struggle over these visions was joined by some of the most colorful figures of the late Victorian period, including John Burns, Lord Salisbury, Bernard Shaw, and Sidney and Beatrice Webb. As Broich demonstrates, the debate over how to supply London with water came to a head when the climate itself forced the endgame near the end of the nineteenth century. At that decisive moment, the Conservative party succeeded in dictating the relationship between water, power, and society in London for many decades to come.

Contemporary urbanisation has two faces: global flows of people, money and information, and that of localised social and economic disparities. Recent research has focused on the headlines of global cities as control centres of the world economy, and social and economic shock waves that have raged through cities and regions, but less attention has been paid to the secret life of cities, and the changing nature of everyday life in the wake of such changes.This book challenges current research and policy agendas recommending spatial concentration and relocation as a solution to the problems of environmental sustainability and social dislocation. Instead, this book highlights the key linkages between social and environmental problems, it argues that neither are likely to be resolved with a simple spatial fix. The book draws attention to local contexts of contemporary urbanisation emphasising consideration of policy making from the perspective of the household as a key unit of analysis in identifying links between labour and housing markets, transport and leisure.This book draws upon detailed household interviews about the daily experience of life in a global city. It illustrates the dilemmas and solutions that people routinely find in order to go on in their lives. It shows that these local fixes that are managed at the level of the household work in spite of, and sometimes against, existing policies aimed at sustainability. It concludes that policy making needs to be radically overhauled in order to address the integrated nature of people's everyday lives.

During the nineteenth century, London’s population grew by more than five million as people flocked from the countryside to the city to take up jobs in shops and factories. In West Ham and the River Lea, Jim Clifford explores the growth of London’s most populous independent suburb and the degradation of its second largest river, bringing to light the consequences of these developments on social democracy and urban politics in Greater London. Drawing on Ordnance Surveys and archival materials, Jim Clifford uses historical geographic information systems to map the migration of Greater London’s industry into West Ham’s marshlands and reveals the consequences for the working-class people who lived among the factories. He argues that an unstable and unhealthy environment fuelled protest and political transformation. Poverty, pollution, water shortages, infectious disease, floods, and an unemployment crisis provided an opening for a new urban politics to emerge. By exploring the intersection of pollution, poverty, and instability, Clifford establishes the importance of the urban environment in the development of social democracy in Greater London at the turn of the twentieth century.
