The 1990s have seen some remarkable changes in geographical information (GI) provision and computer technology that have impacted on many of the activities that constitute planning in all its different forms. However, relatively few texts in the field of geographical information systems (GIS) and planning have been published since Henk Scholten and John Stillwell edited Geographical Information Systems for Urban and Regional Planning in 1990. This volume seeks to redress the balance by showing how GI of various types is being used in urban, physical, environmental, socio-economic and business planning contexts at local, regional and national scales with the assistance of GIS and modelling methods, and how the uses of GI and GI technologies have evolved over the last decade. During this period, a number of meetings took place in Europe in different locations organised initially by European Geographical Information Systems (EGIS, 1990- 94) and more recently by the Joint European Conference and Exhibition (JEC) on Geographical Information (1995-97). These meetings brought together members of the GI community from across the world to discuss GI research and GIS applications. One of the Special Interest Groups associated with the JEC gatherings was that on 'Geographical Information and Planning' and several of the contributions in this book have their origins in papers presented to the group's meetings.

This thesis addresses the wide involvement of consultants in regional spatial planning projects in the Netherlands. Although consultants have become important actors in public policy making, and media and politics have frequently addressed this as a problem, until now the scientific literature has paid little attention to them. This thesis shows that the wide involvement of consultants can best be explained from the perspective of increasing problems of coordination and cooperation in Dutch regional spatial planning. Planning has become an activity performed by many governments and stakeholders together, with overlapping policies, expertise and procedures. From an external position, consultants can act as intermediaries between interdependent actors, both by mediating between personal relations as well as by connecting substantive issues. Hiring consultants, however, is also a sign of emptying out governments; when governments outsource core tasks like policy articulation and cooperation with other governments, they can loose the capability to develop high quality and democratic plans in a complex and interdependent world

Urban planning is a complex field of knowledge and practice. Through the decades, theoretical debate has formed an eclectic set of possible perspectives, without finding, in our opinion, a coherent paradigmatic framework which can adequately guide the interpretation and action in urban planning. The hypothesis of this book is that the attempts of founding an autonomous planning theory are inadequate if they do not explore two interconnected fields: architecture and public policies.The book critically reviews a selected set of current practices and theoretical founding works of modern and contemporary urban planning by highlighting the continuous search for the epistemic legitimization of a large variety of experiences. The distinctive contribution of this book is a documented critique to the eclecticism and abstraction of the main international trends in current planning theory. The dialogic relationship with the traditions of architecture and public policy is proposed here in order to critically review planning theory and practice. The outcome is the proposal of a paradigmatic framework that, in the authors’ opinion, can adequately guide reflections and actions. A pragmatic and interpretative heritage and the project-orientated approach are the basis of this new spatial planning paradigm.
