In recent years first Chile, then Argentina, Brazil, and Mexico have abandoned decades-old authoritarian political regimes and state-directed economic strategies and moved toward democratized politics and freer markets. This volume seeks to understand the key roles of "technopols"--technically skilled, politically savvy leaders--in these transformations. It is based in part on elite interviews with each of the leaders discussed: Domingo Cavallo of Argentina, Pedro Aspe of Mexico, Fernando Henrique Cardoso of Brazil, and Evelyn Matthei and Alejandro Foxley of Chile. All are major social scientists turned politicians who, the authors argue here, have themselves contributed to the formulation of the ideas that they eventually came to implement in their respective governments. Based on rigorous analysis of the propaganda of five Western European separatist parties, this book provides in-depth examination of the ‘nationalism of the rich’, defined as a type of nationalist discourse that seeks to end the economic ‘exploitation’ suffered by a group of people represented as a wealthy nation and supposedly carried out by the populations of poorer regions and/or by inefficient state administrations. It shows that the nationalism of the rich represents a new phenomenon peculiar to societies that have set in place complex systems of wealth redistribution and adopted economic growth as the main principle of government legitimacy. The book argues that the nationalism of the rich can be seen as a rhetorical strategy portraying independent statehood as a solution to the dilemma between solidarity and efficiency arisen in Western Europe since the end of the Glorious Thirties. It further suggests that its formation can be best explained by the following combination of factors: (1) the creation, from the end of the Second World War, of extensive forms of automatic redistribution to a scale previously unprecedented; (2) the beginning, from the mid-1970s, of an era of ‘permanent austerity’ exacerbated, in specific contexts, by situations of serious public policy failure; (3) the existence of national/cultural cleavages roughly squaring with uneven development and sharp income differentials among territorial areas of a given state.

One of the more positive international trends as of late has been the transformation of several countries from authoritarian-based dictatorships and single party systems into multi-party democracies characterized by peaceful political transitions. Drawing on historical institutionalism and strategic frameworks, this book analyzes the evolution of the Workers' Party between 1989, the year of Lula's first presidential bid, and 2009, when his second presidential term entered its final stretch. The book's primary purpose is to understand why and how the once-radical Partido dos Trabalhadores (PT) moderated the programmatic positions it endorsed and adopted other aspects of a more catch-all electoral strategy, thereby increasing its electoral appeal. At the same time, the book seeks to shed light on why some of the PT's distinctive normative commitments and organizational practices have endured in the face of adaptations aimed at expanding the party's vote share. The conclusion asks whether, in the face of these changes and continuities, the PT can still be considered a mass organized party of the left.

For decades, public understanding of the pre-Revolutionary Cuban dictator Fulgencio Batista has been limited to these stereotypes. Second only to Fidel Castro, Batista is the most controversial leader in modern Cuban history. And yet, until now, there has been no objective biography written about him. In this book, the first of two volumes, Frank Argote-Freyre provides a full and balanced portrait of this historically shadowed figure. He describes Batista's rise to power as part of a revolutionary movement and the intrigues and dangers that surrounded him. Drawing on an extensive review of Cuban newspapers, government records, memos, oral history interviews, and a selection of Batista's personal documents, Argote-Freyre moves beyond simplistic caricatures to uncover the real man-one with strengths and weaknesses and with a career marked by accomplishments as well as failures. This volume focuses on Batista's role as a revolutionary leader from 1933 to 1934 and his image as a "strongman" in the years between 1934 and 1939. Since 1950, devolution reforms have been widespread across Western Europe, leading to constitutional transformation in Belgium, Italy, Spain, and the United Kingdom, as well as the potential for state breakup, as witnessed by independence referendums in Scotland and Catalonia. Over the same period, European integration has transferred power upwards to what is now the European Union. The simultaneous occurrence of these seemingly contradictory trends raises fundamental questions. Is state restructuring a uniform process? Has it been fuelled by European integration and, if so, how? Restructuring the European State uses a comparative analysis to present a systematic investigation of the connections between European integration and state restructuring. Paolo Dardanelli argues that there are two distinct dynamics of state restructuring: “bottom up,” where one or more regions demand self-government; and “top down,” where the central government decides to devolve power. Through quantitative analyses of thirteen key phases of state restructuring in Belgium, Denmark, France, Italy, Spain, and the United Kingdom he shows that European integration has a powerful influence only in bottom up cases. Dardanelli points to a striking paradox of integration, whereby an ethos of Europe growing ever closer to union has become associated with fragmentation, divergence, and increased complexity, rather than a seamless system of multilevel governance. Innovative and rigorously researched, Restructuring the European State marks a major advance in our understanding of contemporary European politics.
