This book offers an authoritative study of election observation in Africa and its relation with democratization processes. Election observation is a hotly debated issue in contemporary international relations and in political science. It is seen by donor- countries and the international community as a means to enhance democratization, but has been controversial with regard to the `mandates' of the observers, the cases of its misappropriation by authoritarian governments and its masking of other donor-country interests. The book addresses fundamental issues of elections and democrat-ization in Africa, evaluation policies and implementation, as well as the historical backgrounds. A range of case studies leads to new interpretations, which challenge previous empiricist accounts of election observation in Africa. Greater attention to historical and cultural context is required than has been present in previous, somewhat prescriptive accounts. An interdisciplinary approach gives fair coverage of the historical, political and cultural issues involved in elections and election observation in Africa. Key examples of the interface between election observation and democratization processes in various important countries in Africa are presented, linking an analysis of policies and practice. The book contributes to topical debates on the dilemmas and challenges of 'good governance' and on the varieties of democracy as a global phenomenon.

L'histoire du Séminaire français de Rome n'a jamais été faite. Or, en sont sortis pas moins de 195 évêques, 23 cardinaux et un patriarche œcuménique de Constantinople, sans parler d'innombrables vicaires généraux, supérieurs et professeurs de séminaires en France et dans le monde... Voilà qui justifie le présent ouvrage à l'occasion de son cent cinquantième anniversaire. Le Séminaire français a été fondé en 1853 comme l'aboutissement d'un mouvement intellectuel au sein de l'Eglise de France prônant le retour à une pratique ecclésiale et théologique plus proche de la tradition romaine. De nombreuses personnalités parmi l'épiscopat ou les meneurs d'opinion représentaient ce courant vers la moitié du XIXe siècle. La congrégation du Saint-Esprit, qui venait d'être rénovée en 1848 par le père François Libermann et dont l'un des buts depuis sa fondation en 1703 était la formation de prêtres, servit d'instrument à la fondation d'un séminaire français à Rome par l'entremise du père Louis-Marie Lannurien. Près d'une trentaine d'auteurs - universitaires spécialistes de l'histoire religieuse contemporaine, anciens du Séminaire français aux importantes responsabilités ecclésiales en France et à Rome, actuel et précédents supérieurs de cette maison de formation, tous présentés enfin de volume- ont participé à la rédaction de cet ouvrage à la fois d'histoire rigoureuse et de mémoire personnelle. Y sont évoqués les grandes étapes de l'histoire du Séminaire français, les caractéristiques de la formation donnée, le rapport aux papes successifs, à l'Eglise de France et à la République française, avec son lot de crises comme celle de l'Action française, son rôle important comme lieu d'accueil et d'échanges au cours du Concile Vatican II, les personnalités intellectuelles qui ont marqué son histoire (les pères Barré, Lécuyer et Le Déaut pour la plus récente). Cet ouvrage présente donc le panorama d'une histoire riche et complexe qui a vu le Séminaire pontifical français de Rome accueillir, sous la direction de 15 recteurs, 4 700 séminaristes et prêtres dont la plupart sont sortis diplômés de l'Université grégorienne tenue par les jésuites. Depuis un siècle et demi, le Séminaire français a joué ainsi un rôle majeur dans la formation des cadres de l'Eglise de France comme école d'universalité, d'unité et de romanité. Si bien que, dans la préface à cet ouvrage qu'ils ont dirigé avec l'actuel recteur, Yves-Marie Fradet, Philippe Levillain et Philippe Boutry peuvent conclure : " Ainsi, d'une certaine façon, pourrait-on comparer, mutatis mutandis, le Séminaire français de Rome, à une Ecole normale supérieure française. "
