Essays, dialogues, and art projects that illuminate the changing role of art as it responds to radical economic, political, and global shifts. How should we understand the purpose of publicly engaged art in the twenty-first century, when the very term “public art” is largely insufficient to describe such practices? Concepts such as “new genre public art,” “social practice,” or “socially engaged art” may imply a synergy between the role of art and the role of government in providing social services. Yet the arts and social services differ crucially in terms of their methods and metrics. Socially engaged artists need not be aligned (and may often be opposed) to the public sector and to institutionalized systems. In many countries, structures of democratic governance and public responsibility are shifting, eroding, and being remade in profound ways—driven by radical economic, political, and global forces. According to what terms and through what means can art engage with these changes? This volume gathers essays, dialogues, and art projects—some previously published and some newly commissioned—to illuminate the ways the arts shape and reshape a rapidly changing social and governmental landscape. An artist portfolio section presents original statements and projects by some of the key figures grappling with these ideas.

How East German artists made their country’s experimental art scene a form of (counter) public life. Experimental artists in the final years of the German Democratic Republic did not practice their art in the shadows, on the margins, hiding away from the Stasi’s prying eyes. In fact, as Sara Blaylock shows, many cultivated a critical influence over the very bureaucracies meant to keep them in line, undermining state authority through forthright rather than covert projects. In Parallel Public, Blaylock describes how some East German artists made their country’s experimental art scene a form of (counter) public life, creating an alternative to the crumbling collective underpinnings of the state. Blaylock examines the work of artists who used body-based practices—including performance, film, and photography—to create new vocabularies of representation, sharing their projects through independent networks of dissemination and display. From the collective films and fashion shows of Erfurt's Women Artists Group, which fused art with feminist political action, to Gino Hahnemann, the queer filmmaker and poet who set nudes alight in city parks, these creators were as bold in their ventures as they were indifferent to state power. Parallel Public is the first work of its kind on experimental art in East Germany to be written in English. Blaylock draws on extensive interviews with artists, art historians, and organizers; artist-made publications; official reports from the Union of Fine Artists; and Stasi surveillance records. As she recounts the role culture played in the GDR’s rapid decline, she reveals East German artists as dissenters and witnesses, citizens and agents, their work both antidote to and diagnosis of a weakening state.

Studienarbeit aus dem Jahr 2003 im Fachbereich Medien / Kommunikation - Theorien, Modelle, Begriffe, Note: 1, Ludwig-Maximilians-Universität München (Institut für Kommunikationswissenschaften), Veranstaltung: Theorien der Öffentlichkeit, Sprache: Deutsch, Abstract: Spricht man von der Öffentlichkeit, ist damit zumeist die Akkumulation von Meinungen einer Vielzahl von Mitgliedern einer Gesellschaft gemeint. Diese Öffentlichkeit ist nicht immer sichtbar – sie ist latent vorhanden. Kommt es z.B. in der Politik zu einem Skandal, so bricht die Öffentlichkeit aus ihrem Schattendasein hervor und „äußert“ sich. Die öffentliche Meinung dient damit als Absicherungsmechanismus, der Fehlentscheidungen kritisiert und in der Folge korrigiert. In einem alltäglichen Verständnis klingt das plausibel. Sieht man genauer hin, erkennt man jedoch, dass unter Öffentlichkeit noch mehr verstanden wird: Dies reicht über ein rechtliches Verständnis, das den Zugang zu bestimmten (öffentlichen) Orten meint, über kommunikationswissenschaftliche bis hin zu psychologischen und soziologischen Ansichten und Modellen. Dabei wird beispielsweise die Öffentlichkeit als Maßstab/Kontrollinstanz für die Psyche des Einzelnen gesehen oder auch als Diskurs zur Einsicht zum Besseren. Sehr häufig wird Öffentlichkeit auch als etwas gesehen, das durch die Massenmedien erst erzeugt oder doch zumindest durch sie „manipuliert“ wird. Doch welche Öffentlichkeit ist jetzt „die Öffentlichkeit“? Öffentlichkeit bildet keine Einheit. Die Systemtheorie versteht sie als systeminterne Umwelt der gesellschaftlichen Teilsysteme und zwar der Funktionssysteme Politik, Wirtschaft, Wissenschaft, etc. oder auch der Organisationen und der gesellschaftlichen Interaktionen. Kein System - gerade auch nicht die Politik – hat die Möglichkeit, exklusiven Anspruch auf öffentliche Kommunikation zu erheben. Eine Folge davon ist jedoch auch, dass Aufmerksamkeit zum zentralen Problem wird. Wenn jeder sagen kann, was er will, hört bald niemand mehr zu. Ziel dieser Arbeit ist es, den systemtheoretischen Begriff von Öffentlichkeit bei Niklas Luhmann darzustellen, um damit die Voraussetzungen zu schaffen für eine sinnvolle Systematisierung der unterschiedlichen "Öffentlichkeiten". Öffentlichkeit wird dabei als Medium verstanden, mit dessen Hilfe - trotz hoher Unwahrscheinlichkeit - dennoch Aufmerksamkeit und damit Anschlusskommunikation für die (jeweilige) öffentliche Kommunikation der Teilsysteme der Gesellschaft sichergestellt wird. Mit Hilfe systemtheoretischer Prämissen lassen sich dann Begriffsverwirrungen in Bezug auf das, was jeweils mit „Öffentlichkeit“ gemeint ist, klären.

Urban sidewalks, critical but undervalued public spaces, have been sites for political demonstrations and urban greening, promenades for the wealthy and the well-dressed, and shelterless shelters for the homeless. On sidewalks, decade after decade, urbanites have socialized, paraded and played, sold their wares, and observed city life. These uses often overlap and conflict, and urban residents and planners try to include some and exclude others. In this first book-length analysis of the sidewalk as a distinct public space, Anastasia Loukaitou-Sideris and Renia Ehrenfeucht examine the evolution of the American urban sidewalk and trace conflicts that have arisen over its competing uses. They discuss the characteristics of sidewalks as small urban public spaces, and such related issues as the ambiguous boundaries of their 'public' status, contestation around specific uses, control and regulations, and the implications for First Amendment speech and assembly rights. Drawing on historical and contemporary examples as well as case study research and archival data from five cities - Boston, Los Angeles, New York, Miami, and Seattle - the authors focus on how the functions and meanings of street activities have shifted and have been negotiated through controls and interventions. They consider sidewalk uses that include the display of individual and group identities (in ethnic and pride parades, for example), the everyday politics of sidewalk access, and larger political actions (including Seattle's 1999 antiglobalization protests), and examine the complex regulatory frameworks that manage street and sidewalk life. The role of urban sidewalks in the early twenty-first century depends, the authors conclude, on what we want from sidewalk life and how we balance competing interests.

Reimagining press freedom in a networked era: not just a journalist's right to speak but also a public's right to hear. In Networked Press Freedom, Mike Ananny offers a new way to think about freedom of the press in a time when media systems are in fundamental flux. Ananny challenges the idea that press freedom comes only from heroic, lone journalists who speak truth to power. Instead, drawing on journalism studies, institutional sociology, political theory, science and technology studies, and an analysis of ten years of journalism discourse about news and technology, he argues that press freedom emerges from social, technological, institutional, and normative forces that vie for power and fight for visions of democratic life. He shows how dominant, historical ideals of professionalized press freedom often mistook journalistic freedom from constraints for the public's freedom to encounter the rich mix of people and ideas that self-governance requires. Ananny's notion of press freedom ensures not only an individual right to speak, but also a public right to hear. Seeing press freedom as essential for democratic self-governance, Ananny explores what publics need, what kind of free press they should demand, and how today's press freedom emerges from intertwined collections of humans and machines. If someone says, “The public needs a free press,” Ananny urges us to ask in response, “What kind of public, what kind of freedom, and what kind of press?” Answering these questions shows what robust, self-governing publics need to demand of technologists and journalists alike.
