The COVID-19 pandemic has disrupted every domain of life. Migration and human mobility in general are not exceptions. Since March 2020, researchers, policy makers and many others have channelled their efforts to understand this new coronavirus, its impact and prospects. Many scholars were thinking and writing on the pandemic from its onset and many blog essays quickly appeared. One of the earliest peer-reviewed research articles Sirkeci and Yucesahin (2020) is reproduced here. This article and its focus on mobility and travel data showed that it was possible to predict the spatial spread and concentration of COVID-19 cases. Not only was this finding crucial to developing appropriate policies and strategies to counter the spread of the virus, it reminded us that the pandemic is a social disease and not simply a biological threat. The crossing of national state borders is one of the most-discussed issues of contemporary times and it poses many challenges for individual and collective identities. This concerns both short-distance mobility as well as long-distance migration. Choosing to move - or not - across international borders is a complex decision, involving both cognitive and emotional processes. This book tests the approach that three crucial thresholds need to be crossed before mobility occurs; the individual’s mindset about migrating, the choice of destination and perception of crossing borders to that location and the specific routes and spatial trajectories available to get there. Thus both borders and trajectories can act as thresholds to spatial moves. The threshold approach, with its focus on processes affecting whether, when and where to move, aims to understand the decision-making process in all its dimensions, in the hope that this will lead to a better understanding of the ways migrants conceive, perceive and undertake their transnational journeys. This book examines the three constitutive parts discerned in the cross-border mobility decision-making process: people, borders and trajectories and their interrelationships. Illustrated by a global range of case studies, it demonstrates that the relation between the three is not fixed but flexible and that decision-making contains aspects of belonging, instability, security and volatility affecting their mobility or immobility.

Human mobility has long played a foundational role in producing state territories, resources, and hierarchies. When people move within and across national boundaries, they create both challenges and opportunities. In Mobility Makes States, chapters written by historians, political scientists, sociologists, and anthropologists explore different patterns of mobility in sub-Saharan Africa and how African states have sought to harness these movements toward their own ends. While border control and intercontinental migration policies remain important topics of study, Mobility Makes States demonstrates that immigration control is best understood alongside parallel efforts by states in Africa to promote both long-distance and everyday movements. The contributors challenge the image of a fixed and static state that is concerned only with stopping foreign migrants at its border, and show that the politics of mobility takes place across a wide range of locations, including colonial hinterlands, workplaces, camps, foreign countries, and city streets. Alongside flows of trade and capital, the free movement of professionals, technical personnel, and students is seen as a key aspect of globalization. Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized. Michael Peter Smith is professor of community studies at the University of California, Davis. He has published extensively on urban theory, globalization, and transnationalism including Transnationalism from Below and City and Nation (both available through Transaction) and Transnational Urbanism. Adrian Favell is associate professor of sociology at UCLA. This open access short reader discusses the emerging patterns of sedentary migration versus mobility of the highly-skilled thereby providing a comprehensive overview of the recent literature on highly-skilled migration. Highly-skilled migrations are arguably the only non-controversial migrant category in political and public discourse. The common perception is that highly-skilled migrants are high-earners with top educational skills and that they are easy to integrate. These perceptions make them a “wanted” migrant. Around the globe, people leave their homes to better themselves, to satisfy needs, and to care for their families. They also migrate to escape undesirable conditions, ranging from a lack of economic opportunities to violent conflicts at home or in the community. Most studies of migration have analyzed the topic at either the macro level of national and global economic and political forces, or the micro level of the psychology of individual migrants. Few studies have examined the "culture of migration"—that is, the cultural beliefs and social patterns that influence people to move. Cultures of Migration combines anthropological and geographical sensibilities, as well as sociological and economic models, to explore the household-level decision-making process that prompts migration. The authors draw their examples not only from their previous studies of Mexican Oaxacans and Turkish Kurds but also from migrants from Europe, sub-Saharan Africa, the Pacific, and many parts of Asia. They examine social, economic, and political factors that can induce a household to decide to send members abroad, along with the cultural beliefs and traditions that can limit migration. The authors look at both transnational and internal migrations, and at shorter- and longer-term stays in the receiving location. They also consider the effect that migration has on those who remain behind. The authors' "culture of migration" model adds an important new dimension to our understanding of the cultural beliefs and social patterns associated with migration and will help specialists better respond to increasing human mobility.
