Excerpt from Money, Banking and Exchange in India Although this book was written with the object of explaining the intricacies of Indian Currency and Exchange in language as simple as possible for the enlightenment of the general public, it may, I hope, prove of some use also to college students beginning their courses in economics. It is a matter for gratification that the Government of India has kindly undertaken to offer it to the public at a price which would hardly have been possible through private agency. It should be clearly understood that the opinions expressed are entirely my own, and that publication by the Government Press does not imply that the matter contained in the book has any official status. Several chapters were written in Simla during the summer of 1920, and the remainder during the later months of the same year in Allahabad. Fundamental changes were being made in the currency system as I wrote; and the copy had left my hands for the press before the amalgamation of the Presidency Banks took effect on the 27th January, 1921. These facts must be my excuse for the inadequate treatment of the Imperial Bank, and the relative prominence given to the events of 1920. Excerpt from Indian Finance and Banking In the third impression, which follows closely on the second, an extract from the Babington-Smith Committee's Report has been added byway of an appendix. This is unmistakably the kernel of that able Report. It deals with the linking of the rupee to gold in place of to sterling. The rupee is now fixed in relation to gold (the sovereign), and fluctuates in terms of sterling so long as sterling fluctuates in terms of gold. At the present time the sovereign (gold) is at a premium of almost 30 per cent as compared with the pound sterling (paper). It is hoped that the day is not very far distant when the sovereign and sterling will again be convertible. Then, but not till then, will the fluctuations of the rupee-sterling exchange cease. The advantages that accrue to a country linked to gold instead of to sterling (which is a depreciated currency) are obvious, especially in regard to the prevention of inflated prices which are associated with an inflated currency. It is, therefore, more academic than practical in character. The much talked of man in the street has still but the haziest notions about the nature and scope of the science, which, alone perhaps among the liberal sciences, concerns most intimately the everyday life of all human beings. Whether professed economist or not we are all interested and concerned to know why prices fluctuate; incomes rise or fall; taxes are imposed or repealed. But, until quite recently, the men who would be best qualified to analyse and explain these phenomena studiously avoided any attempt which would make them suspected of any leanings towards academic discussion. If the science as a whole is thus treated with indifference, if not contempt, we can hardly expect its more specialised branches to receive greater attention, however closely they touch our ordinary relations in life. It is true, indeed, that certain branches of the economic- science did receive a great deal of attention long before the science as such was formulated; and among these branches the place of honour belongs by right and by tradition to finance public as well as private. But the professors of these branches in the bygone times were all practical statesmen and financiers, whose greatness is too well established by now not to admit that they acted most frequently by the rule of thumb methods, leaving little room for the broad and well-conceived generalisation science.
