In 1998, Congress authorized the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) program. The purpose of the program is to foster increased knowledge, expectations, and preparation for postsecondary education among low-income students and their families. GEAR UP projects may provide services to students, parents and teachers at high-poverty schools with at least 50 percent of students eligible for free or reduced price lunch. Services may include: tutoring, mentoring, college field trips, career awareness, colleges-readiness counseling, classes, meetings, parent education about access to higher education, curriculum reform, and teacher training. GEAR UP is based on a model of providing services to an entire grade cohort, and grantees are required to offer services to all students in the target grade or grades according to their needs, but individual participation is voluntary. GEAR UP services must begin no later than the seventh grade. The GEAR UP model also stresses partnerships of schools, districts, community organizations and postsecondary institutions. There were two major goals of this evaluation. The first was to provide descriptive information on the early implementation of the program and the second was to observe the association between GEAR UP participation, and student and parent outcomes. Reported findings include: (1) Attending a GEAR UP school as measured near the end of eighth grade was positively associated with parents' knowledge of opportunities and benefits of postsecondary education for their children; (2) Attending a GEAR UP school as measured near the end of eighth grade was positively associated with students' knowledge concerning postsecondary education opportunities available to them; (3) Attending a GEAR UP school as measured near the end of eighth grade was positively associated with parents' involvement in the school and their children's education; (4) Attending a GEAR UP school as measured near the eighth grade was positively associated with parents' having higher academic expectations for their children; (5) There was no evidence of an association between attending a GEAR UP school and grades or school behavior, such as attendance or disciplinary problems; and (6) Attending a GEAR UP school as measured near the end of eighth grade was positively associated with taking above-grade-level science courses in middle school. Site visits to the sampled GEAR UP middle schools revealed that GEAR UP middle school staff, participating in the study focus groups, reported that GEAR UP middle schools were more likely than non-GEAR UP middle schools to offer honors and above-grade-level classes, and that most of the teachers who participated in focus groups expressed positive opinions about GEAR UP-sponsored professional development, although there was some variation in how useful or relevant teachers felt individual sessions were for them or to GEAR UP's purpose. The study also examined GEAR UP on transitioning the program to high school and sustainability beyond the federal grant. Projects reported some difficulty transitioning into high schools; such as inadequate staffing and administrative barriers, which were similar to those reported two years earlier when the grants were starting out in middle schools. Projects reporting the smoothest transitions tended to provide services to high school students that were similar to those provided to middle school students. Early evidence suggests that some aspects of GEAR UP will be sustained in middle schools beyond the period of federal funding. The Gaining Early Awareness and Readiness for Undergraduate Program (GEAR UP) is designed to provide assistance to low income students. The program provides discretionary grants for the purpose of increasing the readiness of low income students to attend and succeed in postsecondary education. The grants are up to six years in length and provide services to a cohort of students who are then followed from middle school through high school. In 2005/2006, ACT and the National Council for Community and Education Partnerships (NCCEP) collaborated to collect data for evaluating student gains in academic achievement, course planning behavior, and commitment to college plans. This report compares changes in academic readiness and college intent for a sample of students from GEAR UP schools to a comparable sample from Non-GEAR UP schools. The researchers utilized assessment data from ACT's EXPLORE[R] and PLAN[R] programs to measure students' academic readiness and college intent at grade 8 and grade 10. Therefore, the degree that GEAR UP affects change between these two grades were able to be measured. Since GEAR UP programs begin no later than grade 7 and continue on past grade 10, only GEAR UP's effect for a portion of the intervention period was measurable. Further, the best indicator of GEAR UP's success will be whether college enrollment and retention rates improve for students from GEAR UP schools. Still, growth between grade 8 and grade 10 is crucial for college preparedness, as many students set their future educational course during this time period. Analyses suggests that the students from GEAR UP schools are slightly better than their Non-GEAR UP counterparts with respect to changes in academic readiness and college intent from grade 8 to grade 10. It was found that students from GEAR UP schools: (1) had slightly greater changes in overall academic performance from grade 8 to grade 10; (2) were slightly more likely to be on track to be college-ready in English and Reading; and (3) were slightly more likely to take the core high school curriculum and have plans for college at grade 10. This study's findings suggest that the GEAR UP program has an effect on changes between grade 8 and grade 10; the study also sheds light on how GEAR UP programs can be properly evaluated. The report also gives specific recommendations to schools and GEAR UP evaluators. (Contains 25 tables and 3 figures.).

The federal Gaining Early Awareness and Readiness for Undergraduate Programs, or GEAR UP, strives to equalize low-income students' access to higher education by increasing their participation in rigorous coursework, providing expanded opportunities for low-income students and parents to learn about postsecondary educational opportunities and financing options, and forging strong partnerships between school districts, colleges, and community support groups. Students Training for Academic Readiness (STAR) is the Texas Education Agency's (TEA) second state-level GEAR UP grant. During the 2006-07 school year, STAR began providing services to six south Texas school districts: Alice ISD, Brooks County ISD, Corpus Christi ISD, Kingsville ISD, Mathis ISD, Odem-Elroy ISD. STAR districts exceed state averages in the proportion of low-income and minority students they serve and lag state averages in terms of their testing outcomes and graduation rates. Through a collaborative partnership that includes the TEA, P-16 Partnerships for Student Success at the College of Education at Texas A&M University--Corpus Christi (P[superscript 2]S[superscript 2]), the College Board, Fathers Active in Communities and Education (FACE), and the National Hispanic Institute (NHI), the STAR project seeks to increase (1) the information available to students and their families about postsecondary educational opportunities, (2) students' access to advanced academic programs, (3) training for teachers and counselors, and (4) parent and community support for a student's decision to go to college. The 2006-07 evaluation describes the process of first year implementation and presents baseline indicators of student enrollment, academic performance, and postsecondary participation that will act as benchmarks for measuring districts' progress over the course of the STAR project.
