Examines the culture, politics, and history of the movement for environmental justice in New York City, tracking activism in four neighborhoods on issues of public health, garbage, and energy systems in the context of privatization, deregulation, and globalization. Racial minority and low-income communities often suffer disproportionate effects of urban environmental problems. Environmental justice advocates argue that these communities are on the front lines of environmental and health risks. In Noxious New York, Julie Sze analyzes the culture, politics, and history of environmental justice activism in New York City within the larger context of privatization, deregulation, and globalization. She tracks urban planning and environmental health activism in four gritty New York neighborhoods: Brooklyn's Sunset Park and Williamsburg sections, West Harlem, and the South Bronx. In these communities, activism flourished in the 1980s and 1990s in response to economic decay and a concentration of noxious incinerators, solid waste transfer stations, and power plants. Sze describes the emergence of local campaigns organized around issues of asthma, garbage, and energy systems, and how, in each neighborhood, activists framed their arguments in the vocabulary of environmental justice. Sze shows that the linkage of planning and public health in New York City goes back to the nineteenth century's sanitation movement, and she looks at the city's history of garbage, sewage, and sludge management. She analyzes the influence of race, family, and gender politics on asthma activism and examines community activists' responses to garbage privatization and energy deregulation. Finally, she looks at how activist groups have begun to shift from fighting particular siting and land use decisions to engaging in a larger process of community planning and community-based research projects. Drawing extensively on fieldwork and interviews with community members and activists, Sze illuminates the complex mix of local and global issues that fuels environmental justice activism.

New York City provides the ideal context for studying urban public health policy. Throughout its history, New York City has been challenged by a variety of public health crises. Since the nineteenth century—when it became one of the first American cities to develop a comprehensive public health infrastructure—New York has also stood at the forefront of formulating and implementing urban health policy. Healing Gotham examines in depth how the city has responded to five serious contemporary public health threats: childhood lead poisoning, childhood asthma, HIV/AIDS, obesity, and West Nile virus. Bruce F. Berg examines the rise and incidence of each condition in the city while explaining why the array of primary tools utilized by urban policy makers—including monitoring and surveillance, education, regulations, and the direct provision of services—have been successful in controlling public health problems. He also argues that forces such as race and ethnicity, New York City’s relationship to the state and federal government, the promotion of economic development, and the availability of knowledge related to preventing, treating, and managing illness all influence effective public health policy making. By contrasting these five particular cases, this exciting study allows scholars and students to compare public health policy through time and across type. It also helps policy makers understand how best to develop and implement effective public health strategies around the United States.

No One Was Turned Away is a book about the importance of public hospitals to New York City. At a time when less and less value seems to be placed on public institutions, argues author Sandra Opdycke, it is both useful and prudent to consider what this particular set of public institutions has meant to this particular city over the last hundred years, and to ponder what its loss might mean as well. Opdycke suggests that if these public hospitals close or convert to private management--as is currently being discussed--then a vital element of the civic life of New York City will be irretrievably lost. The story is told primarily through the history of Bellevue Hospital, the largest public hospital in the city and the oldest in the nation. Following Bellevue through the twentieth century, Opdycke meticulously charts the fluctuating fortunes of the city's public hospital system. Readers will learn how medical technology, urban politics, changing immigration patterns, economic booms and busts, labor unions, health insurance, Medicaid, and managed care have interacted to shape both the social and professional environments of New York's public hospitals. Having entered the twentieth century with high hopes for a grand expansion, Bellevue now faces financial and political pressures so acute that its very future is in doubt. In order to give context to the Bellevue experience, Opdycke also tracks the history of a private facility over the same century: New York Hospital. By noting the points at which the paths of these two mighty institutions have overlapped--as well as the ways in which they have diverged--this book clearly and persuasively highlights the significance of public hospitals to the city. No One Was Turned Away shows that private facilities like New York Hospital have generally provided superb care for their patients, but that in every era they have also excluded certain groups. This exclusion has occurred for various reasons, such as patients' diagnoses, their social characteristics, behavior, or financial status--or simply because of a lack of unoccupied beds. Fortunately, however, year in and year out, Bellevue and its fellow public facilities have acted as the city's medical safety net.
