Has Canada moved beyond the nation state into the world of the post-national? To what extent have fixed notions of Canadian nationhood been replaced by a more global, decentralized sense of identification? Is nationhood (or post-nationhood) best expressed by statelessness and exile or by belonging? Or can Canadian national identity in fact fruitfully coexist with the post-national consciousness? These are some of the issues covered by this volume, issues seen from a range of perspectives - literary, cultural, political and economic. In the literary sphere the national/post-national debate is explored both through canonical writers, such as L. M. Montgomery, Stephen Leacock, and Marie-Claire Blais, and through recent First Nations, Asian-Canadian, African-Canadian, Ukrainian-Canadian and Quebec writing. The political and economic range is equally diverse, covering such topics as immigration policy, multiculturalism, Canadian-American relations, tourist imaginings of the Canadian North, the Canadian city, and Quebec nationalism. The Group assessed the status of the small pelagic resources in Northwest Africa and make projections on the development of the status of the stocks and on future effort and catch levels. As a precautionary measure, the catch level for this species should not exceed the average over the last three years of 115 000 tonnes. An examination of the role of history and memory is vital in order to better understand why the grand design of a United Europe--with a common foreign policy and market yet enough diversity to allow for cultural and social differences--was overwhelmingly turned down by its citizens. The authors argue that this rejection of the European constitution was to a certain extent a challenge to the current historical grounding used for further integration and further demonstrates the lack of understanding by European bureaucrats of the historical complexity and divisiveness of Europe's past. A critical European history is therefore urgently needed to confront and re-imagine Europe, not as a harmonious continent but as the outcome of violent and bloody conflicts, both within Europe as well as with its Others. As the authors show, these dark shadows of Europe's past must be integrated, and the fact that memories of Europe are contested must be accepted if any new attempts at a United Europe are to be successful.

One of the largest peace-keeping missions currently being undertaken by the United Nations is in the Democratic Republic of Congo, where the UN is attempting to deal with the civil wars and other conflicts that have plagued the country since 1996. In Intervention as Indirect Rule, Alex Veit uses a close study of the district of Ituri, a major battlefield and a laboratory for international intervention, to explore the micropolitics of warfare and statebuilding. Combining detailed firsthand empirical data with a historically informed analysis, Veit shows the effect that contemporary humanitarian interventions have on state-society relations. He also pays particular, and much needed, attention to the question of why the very organizations that should be helping with international statebuilding efforts--local authorities and civil society groups--so often instead turn out to be corrupt or hostile. Ultimately Veit argues that international intervention tends inadvertently to replicate--or even amplify--historical structures of political inequality, rather than establishing a liberal form of statehood.
