The continental shelf seas have an importance which is out of proportion to the rela tively small fraction of the area of the global ocean which they occupy. These shallow seas play an important role as the high energy boundary zones of the deep ocean where much of the ocean's tidal and wave energies are dissipated. They are highly productive biologically and are responsible for most of the world's fishery production. In many cases, they are also sources of economically important resources, notably hydrocarbons and they are frequently important as thorough fares for merchant shipping. Because they are the regions of the ocean closest to our centres of population and industrial activity, they have been the first to feel the impact of the increasing pressures imposed by large scale waste disposal into the ocean. The North Sea is an archetypal representative of such seas: we need to be able to understand its processes and predict them if we are to achieve a degree of rational management in the future, as the environmental threats increase. The understanding required extends through a wide range of processes that operate in the shelf seas from the fundamental physics to the chemistry and biology of the water column and the seabed sediments. These processes, and the interactions between them, cut across the traditional discipline boundaries within marine science and require a substantial inter disciplinary effort for their effective study.

This preface is being written at a time of exceptional public interest in the North Sea, following media head lines on toxic algal blooms, the mass mortality of common seals, and concern over pollution levels. These headlines may suggest that pollution of the North Sea is a recent event. This is not the case. Although no data are available (methods simply did not exist), it is safe to assume that emission (both into air and water) of heavy metals already started to increase in the 19th cen tury. The growth of cities and introduction of sewer sys tems led to the discharge of raw sewage and sewage sludge. The introduction of man-made (xenobiotic) organ ic chemicals and their subsequent emission into the North Sea commenced before the second world war. The shallower and coastal areas of the North Sea receive the highest concentrations of these pollutants. Not unexpectedly, these areas - some Norwegian fjords, the Dutch coast, the German Bight - show signs of ecosystem deterioration and eutrophication. A certain percentage of the pollutants does not remain in the North Sea but is "exported" to the Atlantic. The North Sea therefore con tributes to the global input of pollutants to the world's oceans. The major part of the pollutants accumulate in the North Sea and are incorporated in the bottom sediments. Although they are "out of sight", they should not be "out of mind".

This volume contains the proceedings of the International Sym posium on North Sea Dynamics which was held in Hamburg, August 31 - September 4, 1981. More than 150 participants from 10 coun tries were present at the Symposium. Of the 58 lectures given, 45 are printed in this book. The manuscripts were reviewed by an international advisory board. The main goal of the organizers was to bring together as many active researchers as possible in this very general field of North Sea dynarnics, transcending the boundaries of the countries and the various disciplines involved, in order to discuss the main problems and future trends. In the ten years since the last comparable meeting in Aviemore, Scotland, several large interna tional experiments (JONSDAP '73 and '76, JONSWAP '73, '75 and '77, MARSEN '79) and new developments in modelling promised a rewarding exchange of ideas. In addition to the physical disci plines, biologists and geologists are increasingly able to pre sent quantitative analyses.

The North Sea, one of the most intensively used sea-areas in the world, may well be one of the most intensively regulated sea-areas as well. As human activity developed in the North Sea national and later international regulations followed these developments. The result has been what is commonly called a piecemeal approach. The legal regime of the North Sea has developed in an incremental manner. Thus one conventional instrument after the other, covering different user-functions like vessel-source pollution, fisheries, ocean dumping and land-based pollution, was adopted. In contrast to more modern approaches these legal instruments have their own framework. The result is that the instruments are scattered in many different documents, and even for the more well informed North Sea watcher it is difficult to obtain a comprehensive overview of the regulatory instruments. The North Sea: Basic Legal Documents on Regional Environmental Co-operation offers a comprehensive view of the instruments dealing with all sources of marine pollution in the North Sea, be they ocean dumping, land-based pollution or vessel-source pollution. The book contains many legal documents, including maps and tables. It also contains non-conventional instruments such as the texts of the declarations of the International North Sea Conferences, held between 1984 and 1990, and recommendations and decisions of e.g. the Paris Commission on Land-Based Pollution and the Oslo Commission on Dumping. Furthermore the book contains documentation on relatively new areas of environmental concern in the North Sea region, i.e. nature conservation and management of living resources. The book supplements The North Sea: Perspectives on Regional Environmental Co-operation also edited by David Freestone and Ton IJlstra which contains 26 essays on legal and policy aspects of environmental protection in the North Sea.

Recent decades have seen a degradation of the environmental quality in semi-enclosed seas, which are particularly sensitive to population pressures due to their naturally low flushing rates related to their geometry. The North Sea, Baltic Sea and the Black Sea are amongst the most seriously threatened seas in the Euro-Asian region. Each semi-enclosed sea has a distinct pattern of circulation, transport, mixing, associated with the particular geometry, topography, boundary processes, interior stratification, atmospheric forcing, ice fonnation, straits / sill controls, and the specific inputs of freshwater, nutrients and pollutants. The workshop investigated the distinctive physical and ecological characteristics of the three seas in a comparative manner, in order to identify the types of driving forces and dynamic controls operating on productivity, nutrient cycling, physical transport and mixing mechanisms. A comparative study of these controlling mechanisms would allow us to better understand ecosystem sensitivity in these different environments. The workshop presentations highlighted the complexity of the semi-enclosed seas related to the interaction amongst the physical, chemical and biological fields, and differences in time and space scales in each of the systems. Further, a strong climate signal exists in these systems, manifest in the interannual, interdecadal and longer term variability. Part of the variability appears connected with background climatic variability.
