South-South cooperation is becoming ever more important to states, policy-makers and academics. Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of ‘sharing the burden’ in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining ‘the South’ and of conceptualising and engaging with ‘South-South relations.’ Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years. The book covers key models of cooperation (including internationalism, Pan-Arabism and Pan-Africanism), diverse modes of South-South connection, exchange and support (including South-South aid, transnational activism, and migration), and responses to displacement, violence and conflict (including Southern-led humanitarianism, peace-building and conflict resolution). In so doing, the handbook reflects on decolonial, postcolonial and anticolonial theories and methodologies, exploring urgent questions regarding the nature and implications of conducting research in and about the global South, and of applying a ‘Southern lens’ to a wide range of encounters, processes and dynamics across the global South and global North alike. This handbook will be of great interest to scholars and post-graduate students in anthropology, area studies, cultural studies, development studies, history, geography, international relations, politics, postcolonial studies and sociology.

Since 1948, the World Health Organization (WHO) has launched numerous programs aimed at improving health conditions around the globe, ranging from efforts to eradicate smallpox to education programs about the health risks of smoking. In setting global health priorities and carrying out initiatives, the WHO bureaucracy has faced the challenge of reconciling the preferences of a small minority of wealthy nations, who fund the organization, with the demands of poorer member countries, who hold the majority of votes. In The World Health Organization between North and South, Nitsan Chorev shows how the WHO bureaucracy has succeeded not only in avoiding having its agenda co-opted by either coalition of member states but also in reaching a consensus that fit the bureaucracy's own principles and interests. Chorev assesses the response of the WHO bureaucracy to member-state pressure in two particularly contentious moments: when during the 1970s and early 1980s developing countries forcefully called for a more equal international economic order, and when in the 1990s the United States and other wealthy countries demanded international organizations adopt neoliberal economic reforms. In analyzing these two periods, Chorev demonstrates how strategic maneuvering made it possible for a vulnerable bureaucracy to preserve a relatively autonomous agenda, promote a consistent set of values, and protect its interests in the face of challenges from developing and developed countries alike.

Drawing on three fields of economics (international, labour, and development), this study shows that expansion of North-South trade in manufactures has had a far greater impact on labour markets than earlier work suggested. In the South, unskilled workers have benefited most from this trade, but in the North, the gains have been concentrated on skilled labour, while unskilled workers have suffered falling wages and rising unemployment. This decline in the economic position of unskilled workers has increased inequality, and aggravated crime and other forms of social erosion, on both sides of the Atlantic. The failure of Northern governments to recognize that trade with the South has these adverse side-effects, and to take appropriate counter-measures, has fuelled the rise of protectionism - the worst possible response, which slows economic progress in both regions. The best solution for the longer term in the North is more investment in education, to raise the supply of skilled labour. However, the benefits of this investment will emerge slowly. During the next one or two decades, Professor Wood argues, other measures are also urgently needed to boost the demand for, and incomes of, unskilled workers.
